Environmental Assessment Bulletin
The Honourable Tom Hedderson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.
UNDERTAKINGS REGISTERED:
Crown Districts 17 & 18 Five-Year Operating Plan (2013-2017) (Reg. 1680)
Proponent: Department of Natural Resources
The proponent has submitted a Five-Year Operating Plan for Forest Management Districts 17 and 18. These districts encompass the majority of the Great Northern Peninsula, commencing at the northern boundary of Gros Morne National Park on the west side of the peninsula and at Great Cat Arm on the eastern side of the peninsula. These two districts share common ecoregion characteristics and for forest management purposes have been combined to form Planning Zone 8. The proponent plans to manage the harvest of approximately 625,000 cubic metres of timber, construct approximately 48 kilometres of primary forest access roads and conduct silviculture activities in District 17. In District 18 the proponent plans to manage the harvest of approximately 580,000 cubic metres of timber, construct approximately 135 kilometres of primary forest access roads and conduct silviculture activities. Approval of this undertaking will maintain the existing commercial forest industry in the region as well as allow domestic timber harvest for home heating.
The undertaking was registered on December 3, 2012; the deadline for public comments is January 9, 2013; and the minister’s decision is due by January 17, 2013.
Pinware River Valley Quarry, Site 1 (Reg. 1681)
Proponent: C & T Enterprises Limited
The proponent has submitted a proposal for the development of a quarry
located 0.6 kilometres north of the Pinware River Bridge in the Pinware
River Valley, Labrador. The proposed quarry will consist of excavating one
hectare of land between the North side of the abandoned Route 510 and the
Pinware River. Operations will include clearing, grubbing, quarrying,
screening of materials and transporting the processed aggregate to the local
area. The proposed quarry is needed due to the depletion of resources in an
existing quarry and will provide a long-term supply for blending and for
asphalt batch plant operations in the local area. The proposed work is
scheduled to begin May 2013.

Pinware River Valley Quarry, Site 2 (Reg. 1682)
Proponent: C & T Enterprises Limited
The proponent has submitted a proposal for the development of a quarry located 4.5 kilometres south of the Pinware River Bridge in the Pinware River Valley, Labrador. The proposed quarry will consist of excavating one hectare of land on the West side of Route 510 and immediately north of a tributary flowing into the Pinware River. Operations will include clearing, grubbing, quarrying, screening of materials and transporting the processed aggregate to the local area. The proposed quarry is needed due to the depletion of resources in an existing quarry and will provide a long-term sand supply for a concrete batch plant in the Forteau area. The proposed work is scheduled to begin May 2013.

Pinware River Valley Quarry, Site 3 (Reg. 1683)

The proponent has submitted a proposal for the development of a quarry located 7.9 kilometres south of the Pinware River Bridge in the Pinware River Valley, Labrador. The proposed quarry will consist of excavating one hectare of land between Route 510 and the Pinware River. Operations will include clearing, grubbing, quarrying, screening of materials and transporting the processed aggregate to the local area. The proposed quarry is needed due to the depletion of resources in an existing quarry and will provide long-term winter and cement-grade sand and potential crushing operation for the concrete batch plant in the Forteau area. The proposed work is scheduled to begin May 2013.

ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:
Argentia Wellhead Platform for White Rose Extension (Reg. 1665)
Proponent: Husky Energy
The following agencies have been appointed to the Environmental Assessment Committee for the above project and will provide the minister with scientific and technical advice on the project:
A single harmonized environmental assessment will be conducted by the C-NLOPB for the White Rose Extension Project (CEAR 12-01-68249) and one scoping document to be issued to the proponent with the advice of the Assessment Committee.
