The Honourable Terry French, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

Labrador – Island Transmission Link
Proponent: Nalcor Energy                                                                (Reg. 1407)

On April 4, 2012, Nalcor Energy was requested to provide additional information on the Socioeconomic: Aboriginal Communities and Land Use Component Study. Nalcor Energy has submitted the requested additional information in the form of an addendum. The public is invited to comment on the additional information. Written comments must be received by September 12, 2012.

UNDERTAKINGS REGISTERED:

Argentia Wellhead Platform for White Rose Extension                        (Reg. 1665)
Proponent: Husky Energy

The proponent proposes to construct a wellhead platform (WHP) that will consist of a concrete gravity structure (CGS) to be built at Argentia, on the former US Navy Base site. The CGS will be constructed in a purpose-built graving dock. The proposed graving dock will be excavated behind the natural coastal shoreline to a depth of approximately 20 metres below sea level. The graving dock will be a less than five hectares flooded area when the bund/retaining wall is removed. Upon completion, the CGS will be floated to one of two deep-water sites in Placentia Bay, where it will be mated with the topsides structure. The WHP will then be towed to the White Rose oil field and tied back to the SeaRose FPSO. The overall construction site area will be approximately 15 hectares. Support facilities will include a concrete batching plant, offices, a mess hall, a medical clinic, temporary sheds, lay down areas and storage areas. Site work for construction of the graving dock is scheduled to begin in April 2013 to achieve first oil by fourth quarter of 2016.

District 7 Crown Five-Year Operating Plan (2013-2017)
Proponent: Department of Natural Resources - Forestry Division       (Reg. 1664)

The proponent, Department of Natural Resources, has registered the Five-Year Operating Plan for Forest Management District 7 (Bay d'Espoir). District 7 is generally located on the south coast with its northern boundary extending to Berry Hill Pond on the Bay d’Espoir highway and to Great Burnt Lake and Meelpaeg Lake in the northwest section of the district. District 7 covers an area of approximately 1.2 million hectares. The undertaking will consist of timber harvesting, road construction, silviculture and ecosystem management activities. A total of approximately 164,001 cubic metres of timber is scheduled to be harvested over the next five years. New primary access road construction is expected to total 21 kilometres.

Bellevue Golf Course
Proponent: L’Mareido Enterprises Limited                                         (Reg. 1663)

The undertaking consists of the development of an 18-hole golf course on 43.8 hectares of Crown land located in Bellevue, adjacent to Broad Lake and situated directly opposite Bellevue Beach Park. The undertaking will include the construction of the 18-hole golf course with practice green, a registration office/pro-shop, dining and club facilities, equipment storage area, an irrigation system (supplied from catch basins and/or shallow drilled wells) and a sewage treatment system. The potable water supply will be from community water system or drilled wells and an access road from Route 201 will be constructed, together with associated driveways and parking areas. Development of the golf course would fill a demand that has been created by the increasing population of Trinity Bay south and Placentia Bay east areas. The course would also serve to capture a portion of the tourist trade entering the province via the Argentia ferry. Development is set to begin in the spring of 2013 and continue for up to four years.

Brown’s Arm Quarry - Kirk and Ann Marie Hodder – Hubert Porter Land
Proponent: A&B Construction Ltd.                                                    (Reg. 1662)

The proponent has submitted a proposal to develop and operate a sand and gravel quarry in Porterville, Brown’s Arm. The quarry will be approximately eight hectares in size and is adjacent to an existing quarry operated by the proponent. Access to the proposed new quarry will be through the adjacent quarry. Screening of aggregate material will be done off site at the proponent’s existing facility on Stanhope Road. The quarry will operate from April to November.

The undertaking was registered on August 3, 2012; the deadline for public comments is September 12, 2012; and the minister’s decision is due by September 17, 2012.
