Environmental Assessment Bulletin

The Honourable Terry French, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Trout River Pond Area ATV Trail                                (Reg. 1624)
Proponent: Mogul Road Trail Committee

The proponent has submitted a proposal to construct a two kilometre ATV trail along an existing cut line that borders the pre-1984 boundary for Gros Morne National Park. The proposed trail will be 3.5 metres wide and will be located approximately five kilometres southwest of Trout River. This site is currently designated a community pasture and the objective of the proposed ATV trail is to re-establish access from Adams Road to the existing Mogul Road. Work will include grubbing, ditching, some leveling and the placement of several culverts and one small bridge.

The undertaking was registered on February 9, 2012; the deadline for public comments is March 21, 2012; and the minister’s decision is due by March 25, 2012.

Grand Falls-Windsor Riverside Park Development       (Reg. 1632)
Proponent: Town of Grand Falls-Windsor

The Town of Grand Falls-Windsor proposes the development of a park at the existing riverside boat launch, located off Scott Avenue in Grand Falls-Windsor. The project consists of the enhancement of the existing boat launch and parking area and the construction of additional parking areas, picnic areas, lookouts and a 180 metre riverside boardwalk. The area to be affected by the project follows about 300 metres of the riparian area of the Exploits River. The goal of the project is to enhance the business and recreational use of the riverfront of the Exploits River and the downtown area. Construction of the project is scheduled to take place between July and October 2012.

The undertaking was registered on February 13, 2012; the deadline for public comments is March 21, 2012; and the minister’s decision is due by March 29, 2012.

Nine Island Pond Recreation Vehicle (RV) Park Resort  (Reg. 1633)
Proponent: Gushue's Excavation Ltd.

The proponent proposes to construct and develop 150 sites for a fully-serviced RV park resort. This proposed project is located approximately five kilometres southeast of Brigus Junction. The park will be accessed via the Avondale Access Road (Route 63). The proposed development will cover approximately 13 hectares of land. The project will consist of the following: 150 lots, a trailer storage area, access road, water, sewage and electrical hook-ups, welcome centre and club house/recreation facility. The construction of the RV resort is schedule to begin in 2012 and be completed in 2014.

The undertaking was registered on February 14, 2012; the deadline for public comments is March 21, 2012; and the minister’s decision is due by March 30, 2012.

Loch Leven Forage Production                                     (Reg. 1634)
Proponent: New World Dairy Inc.

The proponent proposes to develop approximately 100 hectares of land for forage production near the community of Loch Leven. The development of the forage fields will require clearing vegetation in the proposed area. The proposed development will provide forage for the local market and will have a seasonal operation. The project is schedule to commence in June 2012.

The undertaking was registered on February 14, 2012; the deadline for public comments is March 21, 2012; and the minister’s decision is due by March 30, 2012.

Shoal Harbour Pond Quarry                                         (Reg. 1635)
Proponent: J-1 Contracting Ltd

J-1 Contracting Ltd. proposes to establish a 29.1 hectare sand and gravel quarry approximately 130 metres east of Shoal Harbour Pond, near Clarenville. The quarry will produce aggregate material for future production of asphalt, concrete and Class A and B granular material for projects in the Clarenville area. The quarry will typically operate from April to November.

The undertaking was registered on February 15, 2012; public comments are due by March 22, 2012; and the minister’s decision is due by March 31, 2012.
