Environmental Assessment Bulletin

The Honourable Terry French, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

DRAFT ENVIRONMENTAL IMPACT STATEMENT GUIDELINES/SCOPING DOCUMENT FOR PUBLIC REVIEW:

Kami Iron Ore Project
Proponent: Alderon Iron Ore Corp.                           (Reg. 1611)

The proposed Kami Iron Ore Project in Newfoundland and Labrador, with components in Québec, is undergoing a co-operative federal-provincial environmental assessment.

The Canadian Environmental Assessment Agency (the Agency) and the Environmental Assessment Division of the Newfoundland and Labrador Department of Environment and Conservation are conducting a joint public comment period from February 6, 2012 to March 17, 2012. The public is invited to comment on the project, the conduct of the comprehensive study and the draft Environmental Impact Statement (EIS) Guidelines. The draft EIS Guidelines identify the information that the proponent must include in its EIS. Comments received will be reviewed and considered before the document is finalized and issued to the proponent.

Consultation documents and more information on the Project are available on the Agency’s website at www.ceaa-acee.gc.ca (registry reference number 12-03-64575) and on the Newfoundland and Labrador Department of Environment and Conservation website at www.env.gov.nl.ca/env/env_assessment/projects/projects_list.html (registration 1611).

$45,000 Available for Public Participation
The Agency is making available $45,000 in participant funding to assist groups and individuals to participate in activities related to subsequent public consultations during this environmental assessment.

UNDERTAKINGS REGISTERED:

Bay Bulls Fibreglass Manufacturing Facility – New Construction
Proponent: GFI Composites Ltd.                              (Reg. 1631)

The proponent has submitted a proposal to construct a 557 square metre building on Crown land along the Bay Bulls waste disposal site access road. This new facility will allow GFI Composites Ltd. to manufacture acrylic tub and showers for the residential housing market. Excess raw materials such as resin, gel-coat and solvents will not be stored on site, rather delivered from a wholesaler as required. Construction is scheduled to begin in September 2012.

The undertaking was registered on February 7, 2012; the deadline for public comments is March 14, 2012; and the minister’s decision is due by March 23, 2012.

Terra Nova Village Area Quarry
Proponent: Municipal Construction Limited
         (Reg. 1630)

The proposed project involves the development of a 10 hectare sand and gravel quarry located approximately four kilometres east of Terra Nova Village. The proposed quarry will provide a supply of aggregates for asphalt production. The project is scheduled to begin in May 2012.

is March 14, 2012; and the minister’s decision is due by March 23, 2012.

Notre Dame Junction - Snowmobile/ATV Trail
Proponent: Peckford Holdings Incorporated
         (Reg. 1629)

Peckford Holdings Incorporated proposes to develop a snowmobile/ATV trail in the Notre Dame Junction area. The project will consist of the construction of approximately 800 metres of new trail that will allow access to Kittiwake Cottages. The trail will be used by recreational vehicles such as ATVs and snowmobiles and will allow safer access to the Kittiwake Cottages by eliminating the need to cross the Trans Canada Highway. The trail will be constructed using manual labour and construction is expected to commence in March 2012.

The undertaking was registered on February 7, 2012; the deadline for public comments is March 14, 2012; and the minister’s decision is due by March 23, 2012.

ENVIRONMENTAL PREVIEW REPORT REQUIRED:

Maritime Link Transmission Project
Proponent: ENL Maritime Link Inc.                         (Reg. 1618)

The minister has advised the proponent that an Environmental Preview Report (EPR) is
required for this project. The EPR is necessary to address additional information requirements in the registration document in an effort to determine the significance of any environmental effects. An Environmental Assessment Committee will be appointed to provide advice to the minister on guidelines for the proponent on the preparation of the EPR and the adequacy of the EPR when it is received from the proponent. The public will be invited to provide comments on the EPR upon its submission. COMPONENT STUDY ACCEPTABLE:

Labrador – Island Transmission Link

Following public, Aboriginal and governmental review, the Marine Environment: Fish and Fish Habitat, Water Resources Component Study, submitted on July 5, 2011, has been found acceptable. A final revised component study must be submitted that will:
