Commissioned Officers Appointed Within Royal Newfoundland Constabulary
The Royal Newfoundland Constabulary (RNC) will benefit from the appointment of eight commissioned officers within the organization. A competitive selection process was conducted to nominate candidates for the ranks of superintendent and inspector.
“The officers being promoted to the ranks of superintendent and inspector truly embody what it means to be a dedicated officer in the Royal Newfoundland Constabulary,” said the Honourable Felix Collins, Minister of Justice and Attorney General. “This province prides itself on its professional, highly respected police force. I welcome these appointments and wish these men and women every success in their new roles.”
Effective immediately the following commissioned officers have been appointed:
“I am extremely pleased with each of the eight officers receiving appointments to senior ranking positions within the Royal Newfoundland Constabulary,” said Robert Johnston, Chief of the Royal Newfoundland Constabulary. “I know each of these officers very well and can personally state that their competence, professionalism and leadership will assist the Royal Newfoundland Constabulary in our goal to provide safer communities through policing excellence.”
“Our government fully supports the Royal Newfoundland Constabulary and our investments over the past several years illustrate that,” added Minister Collins. “Since 2004, the Provincial Government has put 141 new officers on the streets and has increased policing budgets by $40 million.”

Biographies of New Superintendents and Inspectors
Calvin Barrett
Superintendent Calvin Barrett has 29 years of service and most recently was Acting Superintendent in Charge of the Corner Brook and Labrador West detachments. He has completed the Senior Police Administration Program from the Canadian Police College and is a graduate of the Atlantic Police Academy.
James Carroll
Superintendent James Carroll has 29 years of service and most recently was Acting Superintendent in Charge of the Criminal Investigation Division. He is currently enrolled in the Police Sciences Degree Program at Memorial University.
John House
Superintendent John House is a 30-year veteran of the RNC. He has a Master of Science Degree in Investigative Psychology from the University of Surrey in England. Most recently he served as inspector in the Criminal Investigation Division.
Barry Constantine
Inspector Barry Constantine has 27 years of service and most recently was Acting Inspector in Charge of the Operational Support Services Division. He is a graduate of the Atlantic Police Academy.
Marlene Jesso
Inspector Marlene Jesso has 28 years of service and most recently was a sergeant in the Criminal Investigation Division specializing in drug enforcement. She is a graduate of the Police Academy, and has also attended numerous police training courses. She has also attended or presented at many police conferences.
Edmund Oates
Inspector Edmund Oates has 28 years of service and most recently was Acting Inspector in the Patrol Services Division. He is a graduate of the Atlantic Police Academy.
Dean Roberts
Inspector Dean Roberts has 26 years of service and most recently was Acting Inspector in Charge of the Professional Standards Division. He is a graduate of the Atlantic Police Academy.
Paula Walsh
Inspector Paula Walsh has 28 years of service and most recently was a sergeant in the Training Division. She is also a graduate of the Atlantic Police Academy and has completed undergraduate studies at Memorial University. Inspector Walsh formerly served as Media Relations Officer, in addition has received numerous awards including the Community Service Award from the Atlantic Women in Law Enforcement and the Order of the Red Cross.
