Premier Announces Two Senior Appointments

The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced two senior appointments. Both will be effective April 4.

Jamie Chippett has been appointed Deputy Minister, Department of Transportation and Works. He is currently Deputy Clerk of the Executive Council and Associate Secretary to Cabinet, a position he has held since January 2010.

Julia Mullaley has been appointed Deputy Clerk of the Executive Council and Associate Secretary to Cabinet. Ms. Mullaley has been Assistant Deputy Minister (Business Investment), Department of Business, since April 2009.

“These individuals are truly representative of other executives in the Provincial Government who are providing exemplary public service on behalf of the citizens of our province,” said Premier Dunderdale. “I congratulate them and wish them well in their new roles.”

Premier Dunderdale also thanked Robert Smart, currently Deputy Minister of Transportation and Works, who is retiring after 33 years with the Provincial Government.

“I thank Mr. Smart for his many years of dedicated service, and wish him well,” said the Premier.

Biographical Information

Jamie Chippett
Jamie Chippett joined the provincial public service of Newfoundland and Labrador in 2001. He has been Deputy Clerk of the Executive Council and Associate Secretary to Cabinet since January 2010. Prior to that, he had served as Assistant Secretary to Cabinet (Economic Policy) since August 2007. Mr. Chippett has also held a variety of policy-related positions with the Departments of Labrador and Aboriginal Affairs; Tourism, Culture and Recreation; Executive Council; and the Intergovernmental Affairs Secretariat.

Mr. Chippett holds a Bachelor of Science (honours) and Masters of Science from Memorial University and has completed the Queen’s University Public Executive Program.

Julia Mullaley
Julia Mullaley has been Assistant Deputy Minister (Business Investment) with the Department of Business since April 2009. Prior to that she was Assistant Deputy Minister (Royalties and Benefits), Department of Natural Resources, a position she held since November 2007. Prior to joining that department, she was Executive Director of Planning and Co-ordination with Executive Council for more than two years. She began work with the Provincial Government in 1993 with the Office of the Auditor General. In 2003 she moved to Treasury Board Secretariat where she served as the Director of Budgeting.

Ms. Mullaley graduated with a Bachelor of Commerce (co-operative) from Memorial University in 1989. She worked with Doane Raymond, where she obtained a chartered accountant professional designation in 1991. Ms. Mullaley has served on a number of government committees and volunteered with several organizations including the Institute of Chartered Accountants of Newfoundland, Girl Guides of Canada, Admiralty House Museum and Archives Inc., and the Heart and Stroke Foundation of Newfoundland and Labrador. She resides in Mount Pearl with her husband Cyril and their four children.
