Senior Appointments Announced

The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced senior appointments.

Bruce Cooper has been confirmed as Deputy Minister, Department of Health and Community Services. Mr. Cooper has been serving in that position in an acting capacity since June 2010.

Tracy English has been appointed Assistant Deputy Minister (Intergovernmental Affairs) with the Intergovernmental Affairs Secretariat, the Executive Council. Ms. English is currently Cabinet Officer with Cabinet Secretariat of the Executive Council, and was formerly Director of Energy Policy with the Department of Natural Resources.

Paul Scott has been appointed Assistant Deputy Minister (Energy Policy), Department of Natural Resources. He moves there from the Intergovernmental Affairs Secretariat, the Executive Council, where he has been Assistant Deputy Minister (Intergovernmental Affairs) since January 2010.

“I wish the appointees well in their new roles, and look forward to their continued contributions,” said Premier Dunderdale.

The appointments for Ms. English and Mr. Scott are effective March 14.

Biographical Information

Bruce Cooper

Bruce Cooper has held several senior executive leadership positions in the public and non-profit sectors. Since June 2010 he has served as acting Deputy Minister of Health and Community Services, where he had served earlier as Assistant Deputy Minister (Policy and Planning). He has also served as Assistant Deputy Minister in the Department of Child, Youth and Family Services, as Assistant Deputy Minister (Policy and Planning) with the Labour Relations Agency, and as the Assistant Secretary to Cabinet (Social Policy). Mr. Cooper is a former Executive Director and Registrar of the Newfoundland and Labrador Association of Social Workers and Assistant Executive Director of Health and Community Services – St. John’s Region.

Mr. Cooper holds a Bachelor and Masters of Social Work from Memorial University.

Tracy English

Tracy English began her career with the Provincial Government in 1999 as an analyst with the Department of Natural Resources, and advanced from there to more senior positions in the department. These positions included senior program, policy and planning analyst; and, Director, Energy Policy, Planning and Coordination. Since January of 2010, she has served as Cabinet Officer, Cabinet Secretariat, the Executive Council.

Ms. English has a Master of Arts (history), Bachelor of Arts (history and political science), and diploma in information technology from Memorial University, complemented by completion of other courses and programs.

Paul Scott

Paul Scott was appointed Assistant Deputy Minister (Intergovernmental Affairs), Intergovernmental Affairs Secretariat, the Executive Council, in January 2010. He began his career with the Provincial Government in 1992 as legal counsel with the Department of Justice. In that capacity, he provided legal advice to a wide variety of government departments, including the former Department of Forest Resources and Agrifoods, the Department of Natural Resources, the Department of Innovation, Trade and Rural Development, and the Department of Labrador and Aboriginal Affairs.

Mr. Scott holds a Bachelor of Arts from Memorial University and a Bachelor of Laws from the University of Alberta. He was called to the bar in 1990 and is a member of the Law Society of Newfoundland and Labrador.
