Environmental Assessment Bulletin

The Honourable Ross Wiseman, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

MINISTER’S DECISION EXTENDED:

Foxtrap Access Road Sand Quarry                                                                          (Reg. 1553)
Proponent: City Sand and Gravel Ltd.

The Minister of Environment and Conservation and the proponent, City Sand and Gravel Limited, have agreed to extend the review period on this proposal. This will allow the proponent to hold a public meeting in Conception Bay South, scheduled for March 15, 2011 at the CBS Lion’s Club. The purpose of the meeting is to provide information to residents regarding the nature of the proposal prior to the minister’s decision. The proponent will provide details of the meeting which will be advertised in advance in the local newspaper and via notices posted at the town hall and post office in Conception Bay South. The public will have an opportunity to provide input to the minister up until the minister’s extended decision date of March 22, 2011. UNDERTAKINGS REGISTERED:

Terrenceville to Gull Pond ATV Trail                                                                          (Reg. 1562)
Proponent: Southern Hill Trail Association Inc.

The proponent proposes the construction of an all terrain vehicle (ATV) and snowmobile trail to access cabins and the Burin Peninsula Highway Super Trail. The trail is proposed to be constructed from Terrenceville to Southern Hills Pond, east to Beaver Ride, and end at Route 210 near Gull Pond. The trail will be approximately 16 kilometres in length and a maximum of four metres wide. Construction of the trail is to include manual labour and may include the use of an excavator and is expected to start in the summer upon receipt of required permits.

The undertaking was registered on March 2, 2011; the deadline for public comments is April 7, 2011; and the minister’s decision is due by April 14, 2011.

Green Island Lake Cottage Development Plan Amendment No. 1                                  (Reg. 1561)
Proponent: Lands Branch, Department of Environment and Conservation
The proposal includes an amendment to the existing Green Island Lake Cottage Development Plan, near the community of Flowers Cove on the Northern Peninsula. The amendment consists of six changes to the existing plan, and will provide for a potential allocation of 130 remote recreational cottage lots. The additional cottage allocation will meet the existing and anticipated demand for the area, while providing a mechanism to accommodate a limited number of existing structures. All lots are unserviced and are only accessible by snowmobile, walking, aircraft or all terrain vehicle (approved trails only).

The undertaking was registered on March 2, 2011; the deadline for public comments is April 7, 2011; and the minister’s decision is due by April 15, 2011.

UNDERTAKINGS RELEASED:

Canning’s Cove Big Pond ATV Trail                                                                           (Reg 1547)
Proponent: Levi Penney

The undertaking is released from further environmental assessment subject to the following condition:
• The proponent must maintain a 50-metre undisturbed vegetated buffer between trail development and all bodies of water.

Rock Cliffe Construction Huguette Lake Quarry                                                           (Reg. 1531)
Proponent: Rock Cliffe Construction Inc.
