Proclamation Recognizes Inclusive Education Month

In recognition that February is Inclusive Education Month, the Honourable Joan Burke, Minister of Education, joined representatives of the Newfoundland and Labrador Association for Community Living yesterday (Tuesday, February 8) to sign a proclamation acknowledging the importance of inclusive education in the province’s school system.

“Inclusion is not just about providing opportunities for all students to learn and socialize with their peer group,” said Minister Burke. “It is a philosophy that promotes the accommodation of all students into the learning environment to maximize their potential and foster a sense of belonging to the school community and society at large. It is about offering all students the best possible education in a manner which helps them succeed academically and socially.”

Inclusive schools are safe and caring schools. They recognize and celebrate the diversity of learners, regardless of gender, language, ethnicity, physical or academic ability, or any characteristic that might put a student at risk.

Inclusive education is about quality education, and the provision of quality supports and services to ensure that learning takes place within the general education system,” said Ray McIsaac, President of the Newfoundland and Labrador Association for Community Living. “It is how our schools, classrooms, programs and activities are developed and designed – so that all students can learn and participate together in their neighbourhood schools in age-appropriate, regular classes.”

The department has provided all participating schools with training on the philosophy of inclusion, as well as strategies for teaching to help better address the diverse needs of all students.

“We recognize that this is a transitional time and it will take a number of years to fully implement inclusive education practices and philosophies,” said Minister Burke. “But in signing this proclamation, and moving forward with inclusive education initiatives, we are stating our unequivocal commitment to building a truly inclusive education system.”

Since the release of the Individual Support Services Plan (ISSP) report in 2007, the Department of Education has developed a draft policy on inclusive education; hired a consultant dedicated to inclusive education; established a steering committee around inclusive education, and established a plan designed to phase in inclusive policies, practices and culture in all provincial schools.

The inclusive education initiative has been established in 65 schools this school year, with as many as 30 more to be included during the 2011-12 school year.
