Minister Encourages Proposals for
Targeted Initiative for Older Workers
Community-based organizations are
being encouraged to submit proposals for employment
projects that meet the goals and objectives of the
Targeted Initiative for Older Workers (TIOW) agreement.
The TIOW is a cost-shared initiative between the
provincial and federal governments that is designed to
provide support to unemployed workers aged 55-64 who
live in communities affected by significant downsizing
or closures, or experiencing long-term unemployment.
"Highly-experienced workers who have
been displaced by closures or layoffs can be among the
most vulnerable in such situations, as they often
encounter difficulty transferring their specialized
skills and experience to new areas of employment," said
the Honourable Susan Sullivan, Minister of Human
Resources, Labour and Employment. "This initiative
provides an excellent opportunity for community-based
agencies to put forward projects that will help these
workers transition into new and rewarding careers, which
in turn revitalizes regional economies. I have seen
great things accomplished through the TIOW in previous
years, and so I look forward to receiving many strong
proposals for 2010."
During 2009-10, 250 participants
improved their employment prospects through 16 TIOW
projects. The participants availed of employment
assistance activities that included employment
counseling, resume writing, interview techniques, as
well as employer-based work experience where wage
subsidies are provided to the employer, or
community-based work experience.
The Town of Harbour Breton was one of
the 16 groups that received 2009-10 TIOW funding.
"Through the Targeted Initiative for
Older Worker program, 14 individuals will be retrained
to enter the workforce in the carpentry field," said
Miranda Maddox-Bussey, Economic Development Officer of
the Town of Harbour Breton. "This program is not only
giving them new job prospects, but will also improve
their self-esteem. I would encourage any community
affected by an industry downturn to consider the TIOW
program for their residents."
In order to be considered for TIOW
funding, community-based organizations must demonstrate
expertise in the delivery of employment programming.
Proposals must meet the project criteria and
requirements outlined in the guidelines document that

The deadline for proposal submission
is February 19, 2010. Proposals can be submitted via
e-mail to TIOW@gov.nl.ca.
