Premier Announces Senior Appointments
The Honourable Danny Williams, Premier of
Newfoundland and Labrador, today announced three senior appointments.
Each is effective September 27.
"I congratulate the individuals and extend
very best wishes to them in their new leadership roles," said Premier
Williams. "I look forward to their contributions to the work of the
provincial public service."
Charles Bown has been appointed Associate
Deputy Minister of the Department of Natural Resources where he held the
position of Assistant Deputy Minister (Energy) since July 2007. The
Associate Deputy Minister position was previously held by Pierre Tobin
who has retired.
Pamela Mitchell has been appointed Assistant
Deputy Minister (Policy and Planning) with the Department of Health and
Community Services. Ms. Mitchell has held a variety of senior management
roles in the health sector in Newfoundland and Labrador and in New
Brunswick, including most recently as Assistant Deputy Minister with the
Department of Health in Fredericton.
Donna Ballard has been appointed Assistant
Deputy Minister (Courts and Legal Services) with the Department of
Justice where she has worked since 1998, most recently as Director,
Civil Division.
"I also want to acknowledge Pierre Tobin and
the tremendous contribution he made during his many years of service,
and extend best wishes to him for a happy retirement," said Premier
Williams.

Biographical Information
Charles Bown
Charles Bown has been engaged
for the past 20 years in strategic economic and policy analysis
associated with major resource projects in Atlantic Canada. Most
recently he was Assistant Deputy Minister (Energy Policy) with the
Department of Natural Resources, a position he held since July 2006. He
has also been Director of Mineral Development, and Director of the
Voisey's Bay Project for the department . He began his career with the
Provincial Government in 1987 with the then Department of Mines and
Energy. This was followed by positions with the Advisory Council on the
Economy, the Atlantic Canada Opportunities Agency, and the Department of
Finance.
Mr. Bown is a graduate of Memorial University
with a Bachelor of Arts in Economics.
Pamela Mitchell
Pamela Mitchell for the past
seven years was Assistant Deputy Minister (Institutional, Health
Emergency Management and Pharmaceutical Services) with the Department of
Health in New Brunswick. Her earlier positions with that department
include Acting Director of Medicare and Senior Clinical Consultant.
Prior to joining the department she was Regional Director of Quality
Improvement and Education Services with Region 3 Hospital Corporation.
In Newfoundland and Labrador she was Assistant Executive Director Client
Care Services Central West Health Board, and for eight years Ms.
Mitchell was Assistant Executive Director, Patient Care Services, Burin
Peninsula Health Care Board. She has also worked as Director of Nursing
at the Blue Crest Interfaith Home in Grand Bank, and as a Registered
Nurse at the Health Sciences Centre in St. John's.
Ms. Mitchell's academic background includes
studies in the Masters of Business Administration program at the
University of New Brunswick and the nursing degree program at Athabasca
University, Distance Education Division. She has diplomas in health
services management and hospital departmental management from the
Canadian Hospital Association, and received her registered nursing
diploma from the General Hospital School of Nursing in St. John's.
Donna Ballard
Donna Ballard has worked with
the Department of Justice for more than 12 years, the past two as
Director of the Civil Division. Previous positions she held with the
department are Manager, Civil Litigation, and solicitor with the Civil
Division. She also served a secondment as Cabinet Officer with Cabinet
Secretariat of the Executive Council. Before joining the Provincial
Government, Ms. Ballard practised law in St. John's with the French
Browne Dodd Law Firm.
Ms. Ballard has a Bachelor of Laws from
Dalhousie University Law School, and a Bachelor of Arts from Memorial
University.
