The following statement was given today in the House of Assembly by the Honourable Danny Williams, Premier of Newfoundland and Labrador:

Premier Recognizes Chief of Police for His Outstanding
Service to Newfoundland and Labrador

I rise today to recognize an outstanding individual, an amazing police officer and an exemplary Chief of Police.

On March 17, 2006, Joseph F. Browne became the 19th Chief of the Royal Newfoundland Constabulary. Having begun his career in April 1983 he quickly gained a reputation for being a thorough and thoughtful member of the Royal Newfoundland Constabulary. He has received the ranks of lieutenant, inspector and in 2001 became deputy chief of operations. During his career he has served on patrol, with the criminal investigation division, accident investigations, and communications and community services. His vast experience and proven leadership capability served him well during his tenure as Chief of Police. Indeed, Chief Browne was recognized in 2007 when he was given the honour of being made a Member of the Order of Merit of the Police Forces.

Our government has made a significant investment into the Royal Newfoundland Constabulary, particularly during Chief Browne's tenure. A few short years ago this under-funded and morally under-supported police force was facing serious difficulties. Our government recognized the needs and we also recognized that as we become a more affluent society, we must ensure our law enforcement officers have the resources necessary to do their jobs.

And so, since 2004 we have invested heavily in the RNC including the initiation of the Police Recruit Training Program, which placed an additional 84 police officers on our streets. We have also increased the RNC budget by approximately 18 million dollars, along with a multitude of other initiatives.

No doubt, from the increase of women in the force to the improvement of operations, positive change in the RNC is evident. Most importantly, there is a re-established pride, both within the force and within the people of Newfoundland and Labrador who its members serve. Chief Browne, and indeed his entire leadership team, deserves much credit for this change. He has instilled pride into each new member of the RNC and reinvigorated the pride of RNC veterans.

Leadership is critically important to the success of every organization. As a career-long member of the force who appreciated their history and also had a vision for their future, Joe Browne's passion was evident every day. His hard work and dedication have inspired both those who serve him and those whom he serves.

As Chief Browne prepares for a new chapter in his life, I want him to know that as a result of his leadership the Royal Newfoundland Constabulary is a much improved police force. It has been a pleasure to work with Chief Browne during his tenure and on behalf of our government and the people of Newfoundland and Labrador, I thank him for his service and offer both him and his family our sincerest best wishes for his future endeavours.
