Announced
The Honourable Danny Williams, Premier of
Newfoundland and Labrador, today announced several
senior appointments to the provincial public service.
"These individuals have demonstrated a level of skill
and knowledge which are a proven asset in their service
to the people of Newfoundland and Labrador," said
Premier Williams. "I welcome them to their new positions
and look forward to the contributions they will continue
to make through their work within the public service."
Brenda Caul will assume the position of Deputy
Minister of the Public Service Secretariat, moving from
the position of Deputy Minister of Human Resources,
Labour and Employment.
Baxter Rose has been appointed Deputy Minister of the
Department of Human Resources, Labour and Employment. He
most recently served as Deputy Minister of Municipal
Affairs.
Sandra Barnes has been appointed Deputy Minister of
the Department of Municipal Affairs, having served most
recently as Deputy Clerk of the Executive Council.
Jamie Chippett has been appointed Deputy Clerk of the
Executive Council, moving from the position of Assistant
Secretary to Cabinet (Economic Policy).
Brian Delaney has been appointed Assistant Secretary
to Cabinet (Economic Policy). Mr. Delaney was Assistant
Deputy Minister (Policy and Planning) with the
Department of Fisheries and Aquaculture.
Bruce Cooper has been appointed Assistant Deputy
Minister (Policy and Planning) with the Department of
Health and Community Services which had been held by Joy
Maddigan who has taken a position with Eastern Health.
Mr. Cooper most recently served as Assistant Secretary
to Cabinet (Social Policy).
Colleen Janes has been appointed Assistant Secretary
to Cabinet (Social Policy), moving from the position of
Assistant Deputy Minister, Intergovernmental Affairs
Secretariat.
Paul Scott has been appointed Assistant Deputy
Minister, Intergovernmental Affairs Secretariat, moving
from the position of solicitor with the Department of
Justice.
Aubrey Gover has been appointed Assistant Deputy
Minister (Aboriginal Affairs) with the Department of
Labrador and Aboriginal Affairs, moving from the
position of solicitor with the Department of Justice.
Mr. Gover is replacing David Hughes who is retiring from
the provincial public service. Premier Williams took the
opportunity today to acknowledge and thank Mr. Hughes
for his many years of dedicated service to the people of
Newfoundland and Labrador.
Rachelle Cochrane has been appointed Assistant Deputy
Minister (Policy and Planning) with the Labour Relations
Agency, moving from the position of Assistant Deputy
Minister (Post-secondary) with the Department of
Education.
Tracy King has been appointed Executive Director with
the Department of Health and Community Services. Ms.
King was serving as a Cabinet Officer with Cabinet
Secretariat.
Each of these appointments is effective January 11.
Premier Williams also announced today the appointment
of Brian Miller as Executive Director (Employee
Relations) of the Public Service Secretariat, effective
September 15, 2009, and Randy Mouland, as Executive
Director (Operations) with the Office of the Chief
Information Officer, effective as of October 12, 2009.

BACKGROUNDER
Biographical Information
Brenda Caul
Brenda Caul has served as Deputy Minister with the
Provincial Government in the Department of Human
Resources, Labour and Employment and the Department of
Environment and Conservation. Other positions Ms. Caul
has held include Assistant Secretary to Treasury Board
(Budgeting), and Assistant Deputy Minister (Municipal
Support) with the Department of Municipal and Provincial
Affairs. Prior to that, Ms. Caul spent most of her
career with Newfoundland Labrador Housing where she was
Comptroller and Chief Financial Officer for 17 years.
Ms. Caul holds a chartered accountant professional
designation and a bachelor of science from Memorial
University.
Baxter Rose
Baxter Rose has served in a number of executive
capacities with the Provincial Government, most recently
as Deputy Minister with the Department of Municipal
Affairs. Prior to his appointment as Deputy Minister,
Mr. Rose provided executive support at the Assistant
Deputy Minister level for various branches and divisions
within that department. Prior to joining the Department
of Municipal Affairs, Mr. Rose gained extensive
experience with Newfoundland Labrador Housing, where he
served in a variety of progressively responsible
positions. Mr. Rose is a certified general accountant
and holds a certificate of vocational education
(honours).
Sandra Barnes
Sandra Barnes has held a number of positions with the
public service of Newfoundland and Labrador since 1994,
most recently serving as the Deputy Clerk of Executive
Council. Ms. Barnes experience with the public service
is also noted through her contributions with Treasury
Board Secretariat, the Department of Municipal and
Provincial Affairs and in Executive Council as Assistant
Secretary to Cabinet (Program Renewal) and Assistant
Secretary to Cabinet (Economic Policy). Prior to joining
the public service, Ms. Barnes was employed by
Newfoundland and Labrador Computer Services. Ms. Barnes
holds a bachelor of science (computer science) from
Memorial University.
Jamie Chippett
Jamie Chippett joined the provincial public service
of Newfoundland and Labrador in 2001, and has served as
Assistant Secretary to Cabinet (Economic Policy) since
August 2007. Mr. Chippett has also held a variety of
policy-related positions with the Departments of
Labrador and Aboriginal Affairs; Tourism, Culture and
Recreation; Executive Council; and the Intergovernmental
Affairs Secretariat. Mr. Chippett holds a bachelor of
science (honours) and masters of science from Memorial
University.
Brian Delaney
Brian Delaney has served as Assistant Deputy Minister
(Policy and Planning) with the Department of Fisheries
and Aquaculture since 2008. Prior to that, Mr. Delaney
held many positions including Director of Planning
Services with the Department of Fisheries and
Aquaculture, Director of Research and Panel Member of
the Inshore Shrimp Panel, Economic Policy Analyst with
Cabinet Secretariat, Director of Research and Task Force
Secretary with the Task Force on Fishing Industry
Collective Bargaining, and Production Economist with the
Department of Forestry and Agriculture. In addition, his
private sector experience includes work in the oil and
gas exploration sector. Mr. Delaney has a master of
marine studies in fisheries resource management and a
bachelor of arts (economics) from Memorial University.
Bruce Cooper
Bruce Cooper has held several senior executive
leadership positions in the public and non-profit
sectors. He has served as Assistant Deputy Minister in
the Department of Child, Youth and Family Services, as
Assistant Deputy Minister (Policy and Planning) with the
Labour Relations Agency, and most recently as the
Assistant Secretary to Cabinet (Social Policy). Mr.
Cooper has also served as the Executive Director and
Registrar of the Newfoundland and Labrador Association
of Social Workers and Assistant Executive Director of
Health and Community Services – St. John–s Region. Mr.
Cooper holds a bachelor and masters of social work from
Memorial University.
Colleen Janes
Colleen Janes has served as Assistant Deputy
Minister, Intergovernmental Affairs Secretariat, since
2008 and was involved in the analysis and formulation of
policy and policy advice on all intergovernmental
matters including the coordination and monitoring of
relationships with other governments. Ms. Janes began
her career with the public service of Newfoundland and
Labrador in the Department of Health and Community
Services, where she most recently served as Director of
the Pharmaceutical Services Division. In that role Ms.
Janes held responsibility for
the management of the province–s publicly funded
pharmaceutical programs and policies as well as the
oversight of all aspects of the pharmaceutical sector
both provincially and nationally. In 2004, she was a
recipient of the Public Service Award of Excellence. Ms.
Janes holds a bachelor of science (pharmacy) and a
certificate in public administration from Memorial
University.
Paul Scott
Paul Scott joined the Department of Justice in 1992
as legal counsel. During that time, Mr. Scott has
provided legal advice to a wide variety of government
departments including the former Department of Forest
Resources and Agrifoods, as well as the Departments of
Natural Resources, Innovation, Trade and Rural
Development, and Labrador and Aboriginal Affairs. Mr.
Scott holds a bachelor of arts from Memorial University
and a bachelor of laws degree from the University of
Alberta. He was called to the bar in 1990 and is a
member of the Law Society of Newfoundland and Labrador.
Aubrey Gover, QC
Aubrey Gover joined the Department of Labrador and
Aboriginal Affairs in 1999, having served for several
years as Solicitor with the provincial Department of
Justice (Civil Division). In his capacity with the
Department of Labrador and Aboriginal Affairs, Mr. Gover
was Provincial Negotiator for the Innu Land Claim, as
well as providing legal counsel regarding the Innu
Nation Land Claim and Self Government negotiations;
Aboriginal aspects of the Lower Churchill, Voisey–s Bay,
Trans Labrador Highway and Five-Wing Goose Bay;
implementation and ratification of the Labrador Inuit
Land Claim Agreement; creation of the Indian Act
reserves at Sheshatshiu and Natuashish; and, self
government for the Miawpukek First Nation at Conne
River. Mr. Gover has also served as a member of the
House of Assembly, Minister of Justice and Attorney
General and Minister of Works, Services and
Transportation. Mr. Gover holds a MBA from Memorial
University and LLB, York University, Osgoode Hall Law
School.
Rachelle Cochrane
Rachelle Cochrane began her career with the
Provincial Government as a Labour Market Analyst with
the Department of Education and has most recently served
as the Department of Education–s Assistant Deputy
Minister (Post-secondary). Over the years, Ms. Cochrane
has served in various roles including Project Director
with the former Department of Environment and Labour,
and Assistant Deputy Minister with the Intergovernmental
Affairs Secretariat and the Department of Human
Resources and Employment. Ms. Cochrane holds a bachelor
of arts in economics and business from Memorial
University.
Tracy King
Tracy King began her career with the public service
of Newfoundland and Labrador in 2000. Over the years,
Ms. King has worked in the areas of policy, human
resource and research analysis with the
Intergovernmental Affairs Secretariat, Department of
Justice and Department of Fisheries and Aquaculture. Ms.
King has continued to serve in a variety of
progressively responsible positions with the Department
of Labrador and Aboriginal Affairs, the
Intergovernmental Affairs Secretariat and Cabinet
Secretariat. Ms. King holds a bachelor of arts in
political science and a certificate in public
administration from Memorial University.
Brian Miller
Brian Miller began his service to the public of
Newfoundland and Labrador as a guidance counselor with
the Labrador East Integrated School Board in 1980, later
moving to the Department of Social Services as
Administrator of the Whitbourne Youth Centre, Provincial
Co-ordinator of Vocational Services and Manager of Human
Resources. Mr. Miller has served as Director of Human
Resources with the St. John–s Nursing Home Board,
Manager of Human Resources with College of the North
Atlantic – Qatar and Director of Labour Relations with
the Newfoundland and Labrador School Boards Association.
He has also worked with the Department of Justice,
Treasury Board Secretariat and most recently as Director
of School Services Division with the Department of
Education. Mr. Miller holds a bachelor of arts
(honours), psychology and a masters of education
(educational psychology) from Memorial University.
Randy Mouland
Randy Mouland began his career with the public
service of Newfoundland and Labrador in 1999 as a
consultant with the Department of Fisheries and
Aquaculture completing a comprehensive review and
upgrading of core technologies and as project lead for
the department–s Y2K review and remediation. Mr. Mouland
moved to the position of Project Manager with the
Department of Natural Resources, eventually assuming the
responsibility of Director of Operations with the Office
of the Chief Information Officer. Mr. Mouland also has
significant experience in the private sector and has
held positions in software development, technical
support, business development, and executive management
with a number of local systems integration firms. Mr.
Mouland holds a diploma in computer programming from
Keyin Technical College and has completed additional
course work at Memorial University.
