Assessment Bulletin
The Honourable Charlene Johnson, Minister
of Environment and Conservation, has announced the following events
relative to Part 10 Environmental Assessment of the Environmental
Protection Act.
UNDERTAKING REGISTERED:
Peters Pond Cranberry Farm (Reg. 1546)
Proponent: Bryan Borland, BHB Farms
The proponent proposes the establishment
of a 162 hectare cranberry farm on the south side of Route 350 near
Peters Pond, Bishop�s Falls. The farm layout/construction will avail of
a sand source only two kilometres away; irrigation pond for water
storage; sediment pond for discharge water; other water control
structures; installation of drainage tile in the cranberry bed; berms
around fields developed into roads approximately 1.8 to 2.4 metres wide
to service the area; and approximately 20 centimetres of sand to be laid
over the cranberry bed. The undertaking is scheduled is begin upon
receipt of approval.
The undertaking was registered on
November 25, 2010; the deadline for public comments is January 3, 2011;
and the minister�s decision is due by January 9, 2011.
EXTENSION:
Twillingate Shrimp Shell Waste Processing
(Reg. 1534)
Proponent: Eastern Star Group Canada Ltd.
The minister has requested the proponent
provide additional information on the undertaking, including: details
regarding odour, emissions and spill mitigation measures, facility
operations and effluent quality. Once the proponent has submitted this
information it will be made available to the public. A public meeting is
also to be held in the Town of Twillingate by the proponent on the new
information. The public will be provided time to comment to the minister
on the new information. The minister�s decision on the project has been
extended to December 26, 2010.
CHANGES TO THE PROJECT DESCRIPTION:
Labrador � Island Transmission Link (Reg.
1407)
Proponent: Nalcor Energy
Nalcor Energy has identified refinements
to their project development concept and additional design options.
Those changes include the use of shore electrodes at locations along the
Labrador shore of the Strait of Belle Isle area and Conception Bay
South. The option of placing sea electrodes in Lake Melville or Holyrood
Bay is no longer proposed. In addition, as a result of recent decisions
and announcements regarding the sequencing of the various components of
the Lower Churchill Hydroelectric Generation Project (i.e. developing
Muskrat Falls first), Nalcor Energy is exploring the option of locating
the Labrador converter station at or near the Muskrat Falls site. If
that was to be the case, the Labrador transmission corridor would
potentially extend from Muskrat Falls to the Trans Labrador Highway
(Phase 3, TLH3) and then follow along TLH3 to its southernmost point,
before picking up the previously identified corridor. The project
description changes are available and may be accessed on the
