Environmental Assessment Bulletin

The Honourable Charlene Johnson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Corner Brook Pulp & Paper Tire Derived Fuel (TDF) Co-Firing Trial Project
Proponent: Corner Brook Pulp & Paper Ltd.                              (Reg. 1539)

The proponent, Corner Brook Pulp & Paper Limited, is proposing to install a TDF storage, handling and blending system to allow the eventual addition of up to five per cent by weight of TDF to the biomass feed to the #7 power boiler at the mill in Corner Brook, Newfoundland and Labrador. Tire Derived Fuel is defined as a uniformly shredded product produced from whole scrap tires for use as fuel. Approximately 150 metric tonnes of TDF will be purchased for the trial. During the trial, TDF will be added to the biomass feed of # 7 boiler in small increments, from one per cent to a maximum of 5%. Stack testing as well as ash leachate analysis and effluent testing will be conducted to quantify the impact of the boiler's emissions at the one, three and five per cent increments.

The undertaking was registered October 28, 2010; the deadline for public comments is December 2, 2010; and the minister's decision is due by December 12, 2010.

New Harbour Salvage & Recycling Yard                                  (Reg. 1538)
Proponent: Trinity Bay Salvage, Disposal and Recycling

The proponent proposes to construct a salvage and recycling yard on the north side of Route 73, New Harbour Barrens, Trinity Bay. The proposed site is approximately 250 metres to the east of the intersection of Route 80 and Route 73 and is located to the west of Island Pond. The 1.8 hectare site will serve as a depot for the collection, disposal and recycling of metals and hazardous materials. The depot will accept discarded vehicles, white goods (ie. appliances), scrap metal and hazardous materials (ie. used oil, batteries). The site will include a 15 metre by nine metre building to serve as an office and place to dismantle vehicles and remove fluids prior to their storage, crushing and shipment off site.

The undertaking was registered on October 27, 2010; public comments are due by December 2, 2010; and the minister's decision is due by December 11, 2010.

Happy Valley-Goose Bay Sewer Treatment Plant                    (Reg. 1537)
Proponent: Town of Happy Valley-Goose Bay

The proponent proposes to design and construct both a collection system to intercept the wastewater flow from two separate sewage outfalls and a wastewater lagoon system to treat and disinfect the effluent before discharging it to the environment. The proposed site for the approximately 7.5 hectare facility is a parcel of land north of Mud Lake Road in the Town of Happy Valley-Goose Bay. The proposed infrastructure within this area includes the treatment lagoons, an ultraviolet disinfection system and a headworks building that will contain the screening and grit removal system. Construction of the sewage treatment system is proposed to begin in June 2011 and is anticipated to be fully commissioned for operations in December 2012.

The undertaking was registered on October 26, 2010; public comments are due by December 2, 2010; and the minister's decision is due by December 10, 2010.


UNDERTAKINGS RELEASED:

St. Lawrence Fluorspar Mine Reactivation Project                   (Reg. 1418)
Proponent: Canada Fluorspar (NL) Inc.

The Minister of Environment and Conservation following review of comments from the public and recommendation from the Assessment Committee has determined that the Environmental Preview Report (EPR) and addendum for the above project is considered satisfactory and the project is released from further environmental assessment, subject to the following conditions:

  • A Women's Employment Plan must be submitted to and approved by the Minister of Natural Resources prior to the start of construction.
  • Prior to the issuance of a development permit a detailed dam design plan including sediment control and stream flow diversion must be submitted to and approved by the Water Resources Management Division of the Department of Environment and Conservation prior to the start of construction.
  • A closure plan that addresses long term site closure and stability to eliminate any liability to the province must be submitted to the Minister of Environment and Conservation and Minister of Natural Resources prior to the start of construction.
  • An Environmental Protection Plan (EPP) and Environmental Effects Monitoring (EEM) program must be submitted to and approved by the Minister of Environment and Conservation prior to the start of construction.

A decision on the Federal Environmental Assessment for the above undertaking will be made by Transport Canada and Fisheries and Oceans Canada.
