Big Southwest Pond Cottage Access Road (Reg. 1526)Proponent: Anthony R. Pickett
The proponent proposes to build an access road for a
new cottage on Big Southwest Pond, near Greenspond, Bonavista Bay. The
access road will be 550 metres long and will be located off Greenspond
Road, approximately seven kilometres past the junction of Highway Route
320 (to New-Wes-Valley). The proposed road will provide access to the
western side of Big Southwest Pond for construction of a 1,000 to 1,500
square foot cottage. Construction is proposed to begin in the spring of
2011.
The undertaking was registered on August 5, 2010;
public comments are due by September 11, 2010; and, the minister's
decision is due by September 19, 2010.
Arnold's Cove Breakwater (Reg. 1525)Proponent: Fisheries and Oceans Canada, Small Craft
Harbours Branch
The proponent proposes to construct a 160 metre long
by 45 metre wide rubblemound breakwater in Arnold's Cove. The breakwater
will be constructed of core stone, filter stone and armour stone of
varying sizes that will be transported to the site. The area adjacent to
the breakwater will be infilled using material such as core and filter
stone to develop a laydown and service area. The material will be placed
using an excavator working above the high water mark, from the
shoreline/breakwater structure or atop a barge. The contractor will
determine the exact construction methodology and source of the armour
stone. Construction activities will be carried out using an excavator,
dump trucks and manual labour and is expected to require five months to
complete. Commencement of the project is subject to Small Craft Harbour
Branch priorities and funding and regulatory approval.

Harbour Breton Breakwater (Reg. 1524)
Proponent: Fisheries and Oceans Canada, Small Craft Harbours Branch
The proponent proposes to construct a 125 metre long
by 40 metre wide rubblemound breakwater in Harbour Breton on the south
coast of Newfoundland. The breakwater will be constructed using a
variety of materials including core stone, filter stone, and armour
stone of varying sizes which will be transported to the site. The area
upland to the breakwater will be leveled to provide access to the site
as well as to develop a laydown and service area. Construction
activities will be carried out using an excavator, dump trucks and
manual labour and is expected to require 5 months to complete.
Commencement of the project is subject to Small Craft Harbour Branch
priorities and funding and regulatory approval.

UNDERTAKING REJECTED:
George's Brook Residential Subdivision (Reg. 1498)Proponent: Manuel Ellis
This undertaking was rejected due to the following:
- A Crown Land title (for application no.
135863) will not be issued for the proposed new subdivision and
access road by the Lands Management Division, Department of
Environment and Conservation. The department will not issue
title for a subdivision and road in an unincorporated area which
the Department of Transportation and Works have not committed to
maintain responsibility for maintenance or snow clearing.
- The Water Resources Management Division (WRMD)
will not issue a permit for the extension to the existing water
supply system proposed to service the subdivision as the system
has poor water quality and is currently under a boil water
advisory. Also, the system may not have adequate capacity to
supply the additional quantity of water required for the new
development. WRMD also advises against the proposed communal
sewage system since there is no municipal authority to assume
responsibility for the operation and maintenance of the system
once the developer has completed the project.
