Environmental Assessment Bulletin

The Honourable Charlene Johnson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Springdale Residential Subdivision - Riverwood Landing
Proponent: 58820 Newfoundland and Labrador Inc. (Reg 1520)

The proposed project is for a residential subdivision located in the Town of Springdale in central Newfoundland. The site is bounded by the Town of Springdale to the north and east and by the Indian River to the south and west. The proposed subdivision includes approximately 3.6 hectares of land. Nine residential/resort style lots will be constructed as well as an additional 300 metres of access road and pole line extension to service the lots. Houses to be constructed on riverfront lots will be a minimum of 30.48 metres from the river's edge. Water services for each lot will be via drilled wells and sewage disposal will be via septic fields. The proposed site is currently accessible via an existing 500 metre roadway that services the Riverwood Inn adjacent to Indian River in the community of Springdale. Construction is tentatively scheduled for summer/fall of 2011.

The project was registered on July 6, 2010; public comments are due by August 11, 2010; the minister's decision is due on August 20, 2010.

Crown Forest District 1 - Five Year Operating Plan (2007-2011) Amendment
Proponent: Department of Natural Resources (Reg 1519)

The amendment is for the establishment of the Old Witless Bay Line commercial operating area into the current Crown Five Year Operating Plan for District 1 located on the Avalon Peninsula. It is proposed that over the remaining two years of the Five Year plan approximately 15-20 hectares will be harvested per year in the area under amendment. The amendment area is located on the Old Witless Bay Line and encompasses a total area of 318 hectares. The area contains mixed balsam fir-black spruce forests and the areas harvested will be silviculturally treated post harvest using a combination of site preparation and/or planting. There is no new road construction associated with this amendment. Commercial harvesting activities will commence upon approval and continue until the end of December 2011.

The project was registered on July 6, 2010; public comments are due by August 11, 2010; the minister's decision is due on August 19, 2010.

Cox's Cove Small Boat Basin and Breakwater
Proponent: Harbour Authority of Cox's Cove Inc. (Reg 1518)

The proposed project consists of construction of a breakwater, dredging of a boat basin inside the breakwater, construction of 12 floating docks, a community slipway, and a parking lot/boat storage area, along the waterfront of Cox's Cove between the existing public dock and the mouth of Frenchman's Brook. The project will provide berthage and storage services for commercial and recreational boaters. The project will be completed in five phases over a period of five years, with each phase to be completed over a six week period each year, likely in the months of October and November.

The project was registered on July 2, 2010; public comments are due by August 11, 2010; the minister's decision is due on August 16, 2010.

First Pond Bottom Brook Gravel Quarry
Proponent: Johnson's Construction Ltd. (Reg 1517)

The proponent proposes to develop a four hectare aggregate quarry, located approximately one kilometre east of Southwest Brook on the east side of the Trans Canada Highway, 1.5 kilometres north of the Burgeo Road intersection. Access to the site is via an existing road. No construction is required prior to commencement of operations. A screening operation will be established to process sand to be used in the manufacture of ready-mix concrete at an alternate location. The screening operation will be equipped with a water-based dust suppression system. The operation will be conducted seasonally.

The undertaking was registered on June 28, 2010; the deadline for public comments is August 11, 2010; and the minister's decision is due by August 12, 2010.

ENVIRONMENTAL PROTECTION PLAN ACCEPTED AS SATISFACTORY:

Schefferville Area Iron Ore Mine
Proponent: Labrador Iron Mines Ltd. (Reg. 1379)

The minister has determined the Environmental Protection Plan is satisfactory, in fulfillment of one of the conditions of release announced on February 12, 2010.

UNDERTAKING RELEASED:

Clarenville Breakwater Construction and Marina Upgrade
Proponent: Clarenville Yacht Club Inc. (Reg. 1496)

Wild Cove, Baie Verte Breakwater
Proponent: Fisheries and Oceans Canada, Small Craft Harbours Branch (Reg. 1500)
