The Honourable Charlene Johnson, Minister
of Environment and Conservation, has announced the following events
relative to Part 10 Environmental Assessment of the Environmental
Protection Act.
UNDERTAKINGS REGISTERED:
Wild Cove, Baie Verte Breakwater
(Reg.1500)
Proponent: Fisheries and Oceans Canada, Small Craft Harbours Branch
The project involves the construction of
a rubble mound breakwater to provide protection to an adjacent finger
pier wharf. The area between the breakwater and the existing finger pier
wharf will also be infilled to provide an expanded service area. The
breakwater will have an approximate length of 120 metres at the waters
surface, extending in a generally southern direction with an overall
footprint (breakwater and infill for new service area) of 7,000 square
metres. The armourstone material will be trucked to the site and will be
placed using an excavator(s), working above the high water mark, from
the shoreline/breakwater structure or atop a barge. The successful
contractor will determine the exact construction methodology and source
for the armourstone. Construction is expected to require three to four
months to complete and is tentatively scheduled for the 2010-11 fiscal
year.
The undertaking was registered on May 14,
2010; public comments are due by June 21, 2010; and the minister's
decision is due by June 28, 2010.
UNDERTAKINGS RELEASED:
Brown's Arm Farm Access (Reg. 1483)

Parson's Pond Oil Exploration and Access
Road (Reg. 1411)
Proponent: Nalcor Oil & Gas Inc.
This undertaking was released from
environmental assessment subject to the following conditions:
- No access road construction is to
occur between May 15 and June 30.
- In addition to meeting any other
legal and/or regulatory requirements at present existing or
hereinafter created or established by the Government or Province of
Newfoundland and Labrador or any other federal or municipal
government or regulatory agency or authority having jurisdiction
with respect to the same, the proponent is required to submit to the
Department of Environment and Conservation a project-specific
Environmental Protection Plan (EPP), prepared in consultation with
the Wildlife Division. The EPP should focus on, but not be limited
to, mitigation measures to reduce adverse environmental effects on
resident Northern Peninsula woodland caribou during access road
construction and drilling operations and must include provisions for
site rehabilitation measures after project closure. The EPP must be
approved by the Minister of Environment and Conservation prior to
the onset of any construction activities.
- Nalcor is required to develop and
implement, in consultation with the Wildlife Division, an
Environmental Effects Monitoring (EEM) program for woodland caribou
throughout the life of the project. The results of the EEM are to be
provided to the Wildlife Division at the end of drilling operations
each year and reviewed by the Wildlife Division to determine whether
any measured adverse effects on caribou are apparent. The results of
the annual reviews of the EEM must be completed and reported to the
Minister of Environment and Conservation prior to the commencement
of any subsequent drilling activities. The EEM is required to be
approved by the Minister of Environment and Conservation prior to
the onset of any construction activities.
