The Honourable Charlene Johnson, Minister of
Environment and Conservation, has announced the following events
relative to Part 10 Environmental Assessment of the Environmental
Protection Act.
UNDERTAKINGS REGISTERED:
Isle aux Morts River Gravel Quarry
Proponent: Land and Sea Outfitting Inc. (Reg. 1488)
The proponent proposes to quarry approximately 25,865
tonnes of gravel over a two-year period from a previously existing
quarry located approximately 4.6 km east of the Margaree intersection on
Route 470 on the southwest coast of Newfoundland. The material will be
used as fill at two properties located at Margaree. There will be no
buildings or structures constructed on the site.
The undertaking was registered on April 13, 2010;
public comments are due by May 21, 2010; and the minister's decision is
due by May 28, 2010.
Baie Verte, Ming Cooper-Gold Mine and Nugget Pond Mill
Proponent: Rambler Metals and Mining Canada Limited

Rambler Metals and Mining Canada Ltd. (Rambler)
proposes to reactivate the Ming Mine site, located approximately 17
kilometres from Baie Verte, Newfoundland. This mine will operate for
seven years at a production rate of 850 tonnes per day. The proposed
underground mine will be an extension of existing workings, using
loophole mining and pillar room mining methods. Rambler proposes to use
the Nugget Pond Mill, located near Snook's Arm (approximately 40
kilometres from the Ming Mine site). The Nugget Pond Mill Site has a
fully operational gold hydrometallurgical facility and a copper
floatation circuit will be constructed. The Mill Site has a permitted
tailings impoundment area with sufficient capacity for the Ming Mine
project. Rambler is currently working to establish a lease agreement
with the Town of South Brook to lease the existing port facility at
Goodyear's Cove, Newfoundland. Shipments will be required approximately
four-five times a year. A concentrate storage building and associated
infrastructure will be constructed at the port site. An average of 90
people (peaking at 220) will be employed during construction for up to
eight months. Approximately 158 people will be employed for the seven
years of mine life. Construction will begin as soon as possible in
2010, with commissioning of the mill scheduled for early 2011.

due by May 27, 2010.
Hawkes Bay - John Hogan Trail Extension
Proponent: Town of Hawkes Bay

The proponent proposes to extend the existing John
Hogan Trail by two kilometres, allowing access to at least three
additional salmon pools. The trail will extend along the edge of the
Torrent River. Construction will begin in mid-July and require twenty
weeks to complete the proposed work. Ten labourers will be hired for
the duration of this work.

due by May 28, 2010.
Rocky Harbour Cottage Development Plan — Amendment No.
4, 2010
Proponent: Land Management Division (Reg.
1490)
The project consists of the fourth amendment to the
Rocky Harbour Cottage Development Plan. The proponent proposes the
development of 50 new remote recreational cottage lots within the Rocky
Harbour Cottage Planning Area located within an enclave inside Gros
Morne National Park, five kilometers east of the community of Rocky
Harbour on the west coast of Newfoundland. Access to the enclave is
across a 30 meter parcel of land under the jurisdiction of Gros Morne
National Park adjacent to Route 430. All cottage sites are considered
remote and accessible only by walking, snowmobile or all-terrain vehicle
(licensed trails only). A 0.4 hectare parcel of Crown Land will be
allocated for each cottage lot with typical dimensions of 45m x 90m.
Currently there are 41 licensed cottage lots located in six designated
cottage development areas within the enclave. Development of cottage
lots will be the responsibility of individual cabin owners once
allocation has been completed.

This undertaking was released from environmental
assessment subject to the following condition:
- Prior to the start of construction, the
proponent must develop monitoring survey protocol in
consultation with the Wildlife Division for waterfowl, other
bird species, and for any species at risk that might be within
the cranberry farm site area or potentially be attracted to the
cranberry site.
