Environmental Assessment Bulletin
The Honourable Charlene Johnson, Minister of
Environment and Conservation, has announced the
following events relative to Part 10 Environmental
Assessment of the Environmental Protection Act.
UNDERTAKING REGISTERED:
Flowers Hill, Botwood Peat Quarry
Proponent: Pete Byrne (Reg. 1475)
The proponent proposes to develop a 9.5 hectare
peatland, located approximately one kilometre off Route
350 (near Botwood). Access to the site is via an
existing access road. No construction is required prior
to commencement of operations. Quarried peat material
will be screened and mixed with topsoil for public
sale.
The undertaking was registered on February 24, 2010;
the deadline for public comments is April 7, 2010; and
the minister's decision is due by April 10, 2010.
Incinerator Road Protein Conversion Plant
Proponent: Country Ribbon Inc. (Reg. 1476)
The proposal is to develop and operate a protein
conversion plant on Incinerator Road in the City of St.
John's. The plant will use offal material from an
existing poultry plant on East While Hills Road in St.
John's to produce usable meal and fat for animal feed.
Development of the site will include the removal of
vegetation and the construction of a 1,000 square metre,
single story protein conversion plant. The final product
will be used at the Country Ribbon feed mill on Topsail
Road in Mount Pearl. Waste water generated at the
protein conversion plant will be treated on site prior
to discharge. The plant will process approximately 7,500
metric tons of offal per year. Construction is scheduled
to occur during the summer of 2010 and the plant is
scheduled to begin operation in early 2011.

deadline for public comments is April 7, 2010; and the
minister's decision is due by April 16, 2010.
Aspen Brook – Exploits River Gravel/Sand Quarry
Proponent: Penney Paving Ltd. (Reg. 1477)
The proposal is for a new gravel/sand quarry site
totalling 9.75 hectares, located approximately seven
kilometres east from the Town of Badger. Site access
will be via an existing access road (approximately 0.25
kilometres) to be upgraded and extended as required.
Sand and gravel will be used to produce asphalt
aggregate, concrete aggregate, and Class A and Class B
materials for projects in the Badger, Grand
Falls-Windsor and Bishop's Falls areas. Access road
upgrades/extensions and pit operations are scheduled to
commence in May /June subject to approval.
The undertaking was registered on March 3, 2010;
public comments are due by April 7, 2010; and the
minister's decision is due by April 17, 2010.
