Environmental Assessment Bulletin

The Honourable Charlene Johnson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

ENVIRONMENTAL PREVIEW REPORT REQUIRES ADDITIONAL WORK:

St. Lawrence Fluorspar Mine Reactivation
Proponent: Canada Fluorspar (NL) Inc.                                                         (Reg. 1418)

Following review of the November 10, 2009, submission of the Environmental Preview Report (EPR) and Federal Environmental Assessment Report for the St. Lawrence Fluorspar Mine Reactivation Project, it has been determined that the proponent must provide additional information to supplement the report.

This includes further information on the tailings management alternatives, employment positions, and additional details on mitigation measures.

UNDERTAKINGS REGISTERED:

Crown District 20 Five-Year Operating Plan (2010-2014)
Proponent: Dept. of Natural Resources                                                         (Reg. 1472)

District 20 (Sandwich Bay) consists of 2.2 million hectares of boreal forest, situated on the south coast of Labrador. The current annual allowable cut (AAC) for the district has been calculated to be 30,085 cubic metres for a total harvest of 150,425 cubic metres over the five year planning period. Sixteen commercial harvesting blocks are proposed for harvest over the next five years. Domestic harvests will take place in several blocks located near communities. The majority of commercial timber available for harvest is accessible by current road networks. If current levels of commercial activity significantly increase, an additional 14.2 kilometres of access roads will need construction. Protection will focus on maintaining forest health and protecting people, property and resources from forest fires.

The undertaking was registered on January 27, 2010; the deadline for public comments is March 8, 2007; and the minister's decision is due by March 12, 2007.

Bay Bulls Transmission Line Relocation
Proponent: Newfoundland Power Inc.                                                            (Reg. 1473)

The proposal is to rebuild and relocate a portion of the electrical transmission line along Route 10 (Southern Shore Highway) in Bay Bulls. A seven kilometre section located between Bay Bulls Big Pond Substation and Dump Road in Bay Bulls is planned to be rebuilt. The proposed transmission line will be of a single wooden pole configuration with approximately 70 metre spacing and pole heights ranging 12 to 16 metres high. Construction will include brush clearing, installation of new poles and stringing new conductor lines.

The undertaking was registered on January 28, 2010; public comments are due by March 8, 2010; and, the minister's decision is due by March 14, 2010.
