Environmental Assessment Bulletin
The Honourable Charlene Johnson, Minister of
Environment and Conservation, has announced the following events relative to Part 10
Environmental Assessment of the
Environmental Protection Act.
ENVIRONMENTAL IMPACT STATEMENT SUBMITTED:
Elross Lake Area Iron Ore Mine
Proponent: New Millenium Capital Corp.
(Reg. 1380)
The proponent has submitted the environmental impact
statement (EIS) for public and government review as
required under the Environmental Protection Act.
The EIS is intended to address the information
requirements contained in the EIS Guidelines that were
issued to the proponent on December 12, 2008, to predict
and evaluate the environmental effects of the proposed
undertaking. The EIS can be viewed on the department's
website at www.gov.nl.ca/env/Env or by contacting the
environmental assessment committee Chairperson, Peter
Madden, at 709-729-0090 or e-mail at petermadden@gov.nl.ca.
The public deadline to make comments to the minister
on the EIS is Wednesday, February 25, 2010. The
minister's deadline date on the acceptability of the EIS
is March 16, 2010.
UNDERTAKING REGISTERED:
Argentia Wind Farm Resubmission
Proponent: Wind Project Inc. (Reg. 1462)
The proponent plans to construct and operate a wind
farm near Argentia, on land owned by the Argentia
Management Authority. The proposal is for nine to 11
wind turbine generators (WTG) with a total capacity of
approximately 27.0 megawatts (MW) of electricity. The
proposed WTGs feature a conical tubular steel tower with
a hub height of about 65 to 80 metres and a three-blade
rotor with a diameter of up to 90 metres. The rated
electrical power generation capacity from a single
turbine will be up to 3.0 MW. The undertaking will
require new gravel access roads, foundations,
transformers, underground and above ground power cables
and lines, a substation and a permanent meteorological
tower.
The undertaking was registered on January 6, 2010;
public comments are due by February 10, 2010; and the
minister's decision is due by February 20, 2010.
UNDERTAKING RELEASED:
Gander Bay Highway - Island Pond Cranberry
Development
Proponent: 60393 Newfoundland and Labrador Corp. (Reg. 1453)
This undertaking was released from environmental
assessment subject to the following condition:
The proponent must develop monitoring survey
protocols in consultations with the Wildlife
Division and Canadian Wildlife Service for
waterfowl, other bird species, and for any
species at risk that might be within the
cranberry farm site area. The annual results of
these monitoring surveys will be provided to,
and discussed with the Wildlife Division and
Canadian Wildlife Service. In addition,
mitigation measures should be developed to
reduce human-waterfowl interactions during
construction and operation of the cranberry
farm.
