Province to Assume Operation of AbitibiBowater Hydro Assets

As of midnight on Saturday, March 28, the Provincial Government will assume operation of the AbitibiBowater hydro assets on the Exploits River through Nalcor Energy, which will manage and operate the facilities on behalf of the people of Newfoundland and Labrador.

"The purpose of the expropriation is to ensure our natural resources are returned to their rightful owners � the people of this province � after AbitibiBowater ceased operation of its logging and milling operations in central Newfoundland," said the Honourable Kathy Dunderdale, Minister of Natural Resources. "We have had a team in place since that action was taken to organize the transition of the hydro operations to the province. We will assume operation of some of those facilities Saturday at midnight."

Through its subsidiary Newfoundland and Labrador Hydro, Nalcor Energy has extensive experience managing and operating hydroelectric assets throughout the province and its assessment of the facilities, plant conditions, processes and staffing requirements was a key part of the transition process. Nalcor is currently in discussions with union representatives and non-union staff to implement the staffing requirements.

At this point, the Provincial Government has not finalized any long-term plans for the assets or the power generated. A Ministerial Task Force has been established to explore options for economic recovery in the region, including the possibility of attracting a large industrial electricity customer. The task force is also working with the recently formed Community Development Committee to identify possible short- and long-term opportunities.

"The short-term power arrangement being developed between Nalcor and Newfoundland and Labrador Hydro will be structured so that the power can be used for other purposes in the central region when required," said Minister Dunderdale. "We are absolutely committed to ensuring the power is available for potential industrial customers in central Newfoundland."

When attracting new business opportunities to the province and negotiating with potential new companies, the Provincial Government considers the full package of economic benefits, including power availability, rates and terms, as well employment, spin-offs and other local benefits.

In regards to AbitibiBowater�s former timber rights, the Department of Natural Resources announced Tuesday, March 24, that it will issue a Call for Expressions of Interest to determine the level of interest and economic development opportunities that exist in the forest sector in central Newfoundland.

"We are working through a number of issues in regards to the closure of the mill," Minister Dunderdale said. "We ask for patience as we work through the remaining issues in the best interest of the central region. We appreciate the open communication and relationship we have with the union leadership and community leaders. We are planning for the future of the area together."
