Engineering Design Initiative to Improve Tender Process for
Municipal Infrastructure Projects

To reduce the time it takes to move a project to the construction stage, the Department of Municipal Affairs has provided approximately $530,000 in municipal capital works funding to allow municipalities to begin preparatory work on infrastructure projects.

"This engineering design initiative will provide the department and towns with an opportunity to evaluate any design issues before final approval is considered, as well as allow for a more accurate cost estimate," said the Honourable Dianne Whalen, Minister of Municipal Affairs. "These projects have been identified as engineering design initiatives in anticipation that they will receive approval in the future."

The projects noted below have been selected for and committed to engineering design work which will include project design, preparation of tender documents and submission to the regulatory agencies for review prior to receiving final approval from the Provincial Government:

Torbay Sewer outfall inspection $75,000

"We have seen examples of cost overruns on approved projects which can threaten completion of, or may change the structure of, an infrastructure project," said Minister Whalen. "This can be frustrating and cause unnecessary delays in completing important infrastructure work across the province. The pre-tender estimates received as a result of this initiative will provide a clearer picture related to final costs, and is an effort to simplify the process prior to making a commitment to proceed."
