Programming Work Starting
for New Addictions Facility
A team of consultants has
been selected to begin work on programming for the new
residential treatment centre for youth with addictions
in Grand Falls-Windsor. The Honourable Paul Oram,
Minister of Health and Community Services today
announced an Ottawa-based consulting team led by Glen
Barnes will be responsible for developing the functional
program and master plan for the new addictions centre.
�The development of this residential treatment facility
for youth with addictions is an important step forward
in further enhancing addictions programming and services
in Newfoundland and Labrador,� said Minister Oram.
�These consultants are experts in this field and I am
confident that their work will help us develop an
effective program for the centre. What will be offered
will support our youth as they recover in a healthy,
supportive environment.�
The consulting team was selected following a Request for
Expressions of Interest which was issued by Central
Health in June of 2009. In the coming months, the team
will conduct various reviews into best practice for
programming and will provide recommendations to a
provincial advisory committee. It is anticipated the
team will submit the final report and master plan to the
Provincial Government in the fall of 2009. The total
cost of the contract is $124,000.

�Addictions are an unfortunate reality we face and this
facility will be of great importance not only to the
residents of Grand Falls-Windsor, but to Central
Newfoundland and the province as a whole.�

quickly,� said Karen McGrath, Chief Executive Officer,
Central Health. �We look forward to working with Glen
and his team to develop a top quality program to address
the addictions needs of youth in this province.�
�Our government recognizes the seriousness of addictions
and the impact it can have on youth and their families,�
said Minister Oram. �In addition to investing in
initiatives which target prevention, it is important to
provide the necessary supports to assist individuals and
families as they work through the recovery process.�
In Budget 2009: Building on Our Strong Foundation, the
Provincial Government invested $1 million to begin
planning for the residential treatment facility for
youth with addictions and the treatment centre for youth
with complex mental health needs. In the past five
years, government has invested $17.9 million in new
funding for mental health and addictions services in the
province.

Consulting Team
Glen Barnes, M.H.A.,
LL.B., is Executive Director of Addictions Services of
Eastern Ontario, was the principal author of the
Adolescent Residential Treatment Center Business Plan
for the Champlain LHIN, is currently the project manager
for the two residential treatment centers being
developed for the city of Ottawa and has extensive
experience bridging and implementing evidence-based
research into practice.
Jennifer Hunt, M.A., M.H.A., is currently a
quality oriented program analyst at the Health Institute
of the Ottawa Hospital and has practical background
experience in working with adolescents and young adults
with mental health and addictions problems. She was
co-author of the Adolescent Residential Treatment Center
Business Plan for the Champlain LHIN.
Dr. Robert Milin, M.D., FRCP(P), is a child
psychiatrist with a subspeciality in addiction medicine
and the only Canadian invited to author a chapter in the
latest authoritative text - Adolescent Substance Abuse:
Psychiatric Comorbidity in High-Risk Behaviours.
Christine Penney, BScN, RN, BSc, MSc, is
currently the quality assurance director at the Cornwall
Community Hospital with recent responsibility for
managing that facility's withdrawal management service
where she implemented the necessary changes to
reclassify the WMS service to a �clinically managed�
category.
Ersin Asliturk, PhD, has recently been awarded
his doctorate in psychology from Carleton University and
offers experience both in the research and the clinical
world. His knowledge in the area of statistical analysis
and psychometrics adds greater depth to service
capacity.
Shaine Peters, B.S.W., is an accomplished
community advocate and leadership specialist, a
professional consultant specializing in community and
organizational development, social animation, strategic
planning and policy development focusing on health
promotion, human development and social justice.
Gordon Lorimar, B. Arch., is employed with Barry
J. Hobin and Associates Architects Incorporated. They
offer a comprehensive range of services within the
institutional, residential, commercial and entertainment
sectors. Established in 1979, the firm has maintained a
steady and continual growth founded on careful planning
and client satisfaction. They are members of the Ontario
Association of Architects and the Royal Architectural
Institute of Canada.
