Premier Williams Announces Senior Appointments
The Honourable Danny Williams, Premier of Newfoundland and Labrador,
today announced several senior appointments.
�These individuals all have a proven track record of strong leadership
and experience within the provincial public service,� said Premier
Williams. �They have been valuable assets and I look forward to their
continued contributions in their new capacities as they serve the people
of Newfoundland and Labrador.�
Wayne Penney has been appointed Deputy Minister, Department of Human
Resources, Labour and Employment, and will serve in an acting role until
the incumbent, Brenda Caul, returns from a leave of absence.
Rick Hayward has been appointed Associate Deputy Minister, Department of
Education, effective immediately.
Ramona Cole has been appointed Assistant Deputy Minister (Corporate
Services), Department of Education, effective immediately.
Martin Goebel has been appointed Assistant Deputy Minister
(Environment), Department of Environment and Conservation, effective
immediately.
Paul Morris has been appointed Assistant Deputy Minister (Innovation,
Research and Advanced Technologies), Department of Innovation, Trade and
Rural Development. This appointment is in an acting capacity while the
incumbent, Dennis Hogan, is on a leave of absence.
Gary Cake has been appointed Private Secretary to the Lieutenant
Governor, effective August 3. Mr. Cake replaces Doug Smith who is
retiring.
Bruce Cooper has been appointed Assistant Secretary to Cabinet (Social
Policy), effective August 3.
Craig Slaney has been appointed Executive Director (Application
Services), with the Office of the Chief Information Officer, effective
immediately.
�I want to acknowledge the tremendous contributions of Doug Smith during
his lengthy career with the Provincial Government,� said the Premier.
�He has served the people of our province for many years in many roles,
and I wish him an enjoyable retirement.�

Biographical Information
Wayne Penney
Wayne Penney has been employed with the provincial public service for 35
years, with his most recent position being Assistant Deputy Minister,
Department of Human Resources, Labour and Employment, with
responsibilities related to the Canada-Newfoundland and Labrador Labour
Market Development Agreement. Other positions filled by Mr. Penney
during his career with the Provincial Government include Assistant
Deputy Minister (Labour Market Development and Client Services),
Assistant Deputy Minister (Policy, Planning and Labour Market
Development), and Director of Income Support � all with the Department
of Human Resources, Labour and Employment. Mr. Penney began his career
with the provincial public service as a social worker in 1974. He holds
bachelor degrees in arts and social work from Memorial University.
Rick Hayward
Rick Hayward most recently was Assistant Deputy Minister (Corporate
Services), Department of Education, a position he held since April 2004.
Earlier this year, he served in an acting capacity as Deputy Minister of
Education. Mr. Hayward�s earlier positions with the Provincial
Government include Director of Budgeting, Treasury Board Secretariat
(1999 to 2004); Director of Financial and General Operations for the
Departments of Tourism, Culture and Recreation, Environment and Lands,
and Industry, Trade and Technology (1992 to 1999); Director of Financial
and General Operations, Department of Municipal and Provincial Affairs
(1991 to 1992); Director of Finance and Administration, Newfoundland
Liquor Licensing Board (1987 to 1991); and, various positions, including
Audit Manager, in the Office of the Auditor General (1978 to 1987). Mr.
Hayward has a bachelor of arts degree in economics and a bachelor of
commerce (accounting and finance) from Memorial University. He received
his designation as chartered accountant in 1982.
Ramona Cole
Ramona Cole has worked with the provincial public service since 1982,
serving most recently as Assistant Deputy Minister, Special Projects,
with the Department of Education. Ms. Cole has worked in a variety of
positions with the Provincial Government, including Assistant Deputy
Minister, Special Projects, Department of Business; Assistant Deputy
Minister, Municipal Services, Department of Municipal Affairs; Director
of Financial and General Operations, Department of Works, Services and
Transportation; budget officer, Treasury Board Secretariat; and senior
policy officer, Senior Expenditure Review Committee, Executive Council.
Ms. Cole holds a bachelor of commerce (honours) degree from Memorial
University and a chartered accountant designation.
Martin Goebel, P.Eng.
Martin Goebel has been an employee of the Provincial Government�s
Department of Environment and Conservation for more than 25 years. Most
recently he was Director, Water Resources Management Division, a
position he held since 1997. From 1983 to 1997, he was Manager, Water
Investigations Section. Mr. Goebel was awarded a Public Service Award of
Excellence in 2002. Prior to working with the Department of Environment
and Conservation, Mr. Goebel operated his own business, Martin Goebel
Associates, as an engineering consultant. He has a master of applied
science and bachelor of applied science, both in civil engineering, from
the University of Waterloo. He is a member of the Professional Engineers
and Geoscientists of Newfoundland and Labrador, the American Water Works
Association, the Canadian Water Resources Association, and the
Association of State Dam Safety Officials.
Paul Morris
Paul Morris has been with the Provincial Government since 1978, serving
most recently as Cabinet Officer with Cabinet Secretariat, Executive
Council, prior to that he was Director of Trade and Export Development,
Department of Innovation, Trade and Rural Development. From 1994 to 1999
he was Manager, Marketing and Export Development, with the Department of
Industry, Trade and Technology, where he served earlier as Manager with
the Strategic Procurement Division. His earlier positions include
Manager, Industrial Benefits, Department of Development; Manager, Local
Industry Support, Department of Development; and, Industrial Development
Officer, Department of Development and Tourism. He has also worked as
cost research analyst with the Fishing Industry Advisory Board and as
planning analyst with the Department of Fisheries. Mr. Morris has a
bachelor of arts from Memorial University and has completed additional
courses in business administration, mathematics and statistics.
Gary Cake
Gary Cake joined the Government of Newfoundland and Labrador in 1981. He
has served with Cabinet Secretariat of Executive Council since 2004,
most recently as Assistant Secretary to Cabinet � Social Policy, and
prior to that as Assistant Secretary to Cabinet � Economic Policy.
Earlier positions included management roles with the Alcohol and Drug
Dependency Commission, the Petroleum Directorate, the Intergovernmental
Affairs Secretariat, and the Department of Development and Rural
Renewal. Mr. Cake also served with the Royal Commission on Employment
and Unemployment, the Economic Recovery Commission, and as Executive
Director, Policy and Planning with the Department of Labour. Mr. Cake
holds a bachelor of arts from Memorial University and a master of arts
(sociology) from Queen�s University in Kingston, Ontario.
Bruce Cooper
Bruce Cooper has an extensive background in senior executive leadership
in the public and non-profit sectors. With the creation of the new
Department of Child, Youth and Family Services in April this year, he
was assigned as Assistant Deputy Minister to assist during the
transition period for the department. Immediately prior, he was
Assistant Deputy Minister (Policy and Planning), with the Labour
Relations Agency. He has also served as the Executive Director and
Registrar of the Newfoundland and Labrador Association of Social Workers
and Assistant Executive Director of Health and Community Services � St.
John�s Region. Mr. Cooper also served with the Cabinet Secretariat of
Executive Council, with responsibility for providing advice regarding a
range of social and economic policy matters.
He holds a bachelor and masters of social work from Memorial University.
He has lectured at the Memorial University School of Social Work since
1994 with a focus on policy and administration.
Craig Slaney
Craig Slaney has served with the provincial public service since 1986 in
various management and executive positions, his most recent position
being that of Executive Director (Operations) with the Office of the
Chief Information Officer. Mr. Slaney has more than 30 years experience
in technical, analytical, consulting, management and executive positions
with the Provincial Government, Memorial University and Newfoundland and
Labrador Computer Services. He has held a number of senior information
technology positions including Executive Director (Application
Management), Office of the Chief Information Officer; Director of
Information Technology, Department of Education; and Director of
Research and Human Resources Development, Operation ONLINE. Mr. Slaney
holds a Bachelor of Science degree in computer science from Memorial
University.
