Senior Appointments Announced
The Honourable Danny Williams, Premier of Newfoundland and Labrador,
today announced senior appointments.
"Strong leadership is vital in senior management in the provincial
public service, and I am confident that these individuals will continue
to provide that in their new roles," said Premier Williams. "I wish each
of them well and look forward to their continued contributions."
David Norman has been appointed Deputy Minister, Department of
Government Services. Mr. Norman most recently was Assistant Deputy
Minister (Labour Relations) with the Public Service Secretariat.
Geoff Williams is the new Assistant Deputy Minister (Labour
Relations) with the Public Service Secretariat. He most recently was
Director of Collective Bargaining with the Public Service Secretariat.
Laurie Skinner has been appointed Assistant Deputy Minister
(Financial Planning and Benefits Administration), Department of Finance.
Most recently Ms. Skinner was Assistant Deputy Minister (Business
Investment), Department of Business.
Julia Mullaley has been appointed Assistant Deputy Minister (Business
Investment), Department of Business. Most recently she was Assistant
Deputy Minister (Royalties and Benefits), Department of Natural
Resources.
Vanessa Newhook, has been appointed Assistant Deputy Minister
(Royalties and Benefits), Department of Natural Resources. Ms. Newhook
most recently was Executive Director of Planning and Co-ordination with
Executive Council.
Paula Burt has been appointed Executive Director of Planning and
Co-ordination with Executive Council. Ms. Burt most recently was
Director, Early Childhood Learning, Department of Education.
Bruce Cooper, who is currently Assistant Deputy Minister with the
Labour Relations Agency, has been assigned Assistant Deputy Minister
(Acting) with the new Department of Child, Youth and Family Services to
assist during the transition period for the department.
Gary Gosse has been appointed Assistant Deputy Minister
(Transportation), with the Department of Transportation and Works where
he has worked since 1982, most recently as Director of Highway Design
and Construction.
All appointments are effective today.

Biographical Information
David Norman
David Norman began his career with the Provincial Government in 1981
as an analyst with Treasury Board where he worked 11 years in the
collective bargaining division. In 2000, he served as the Executive
Director of the Provincial Information and Library Resources Board. In
2001 he became Registrar of Motor Vehicles and was the provincial
representative on the Board of Directors of the Canadian Council of
Motor Transport Administrators. In December 2005, he was appointed
Assistant Deputy Minister (Labour Relations), Public Service
Secretariat.
Mr. Norman has a bachelor of commerce degree from Memorial University
and has completed courses towards a masters of business administration.
He has also completed labour relations courses at Queen�s University and
the University of Waterloo.
Geoff Williams
Geoff Williams most recently was Director of Collective Bargaining,
Public Service Secretariat, a position he held since September 2005.
From June 1998 to September 2005, he was Director of Labour Relations,
Newfoundland and Labrador Health Boards Association. He was Assistant
Director of Labour Relations, Newfoundland and Labrador Health Boards
Association, from October 1995 to May 1998. He was Labour Relations
Officer, Newfoundland and Labrador Health Boards Association from April
1991 to September 1995. Since, 2004, Mr. Williams has also taught
employee relations courses part-time at Memorial University�s Faculty of
Business Administration.
Mr. Williams is a graduate of Memorial University�s
multi-disciplinary master of employment relations program and the
bachelor of commerce program. He has also completed addition training
related to labour relations.
Laurie Skinner
Laurie Skinner was appointed Assistant Deputy Minister, Department of
Business, in January 2007. From 2003 until that appointment she was
Assistant Corporate Controller with Stratos Global Corporation in St.
John�s. Before that she worked with Vector Aerospace Corporation in St.
John�s, first as Assistant Corporate Controller, and later as Corporate
Controller. Prior to joining Vector Aerospace, Ms. Skinner worked with
Ernst & Young LLP, Chartered Accountants as senior accountant, audit and
advisory services.
Ms. Skinner has a bachelor of commerce degree (honours) from Memorial
University. In 1997, she successfully completed the Canadian Institute
of Chartered Accountants Uniform Final Examination at the Atlantic
School of Chartered Accountants. She has been an active volunteer with
several non-profit organizations.
Julia Mullaley
Julia Mullaley most recently was Assistant Deputy Minister (Royalties
and Benefits), Department of Natural Resources, a position she held
since November 2007. Prior to joining that department, she was Executive
Director of Planning and Co-ordination with Executive Council for more
than two years. She began work with the Provincial Government in 1993
with the Office of the Auditor General. In 2003 she moved to Treasury
Board Secretariat where she served as the Director of Budgeting.
Ms. Mullaley graduated with a bachelor of commerce (co-operative)
degree from Memorial University in 1989. She worked with Doane Raymond,
where she obtained a chartered accountant professional designation in
1991. Ms. Mullaley has served on a number of government committees and
volunteered with several organizations including the Institute of
Chartered Accountants of Newfoundland, Girl Guides of Canada, Admiralty
House Museum and Archives Inc., and the Heart and Stroke Foundation of
Newfoundland and Labrador.
Vanessa Newhook
Vanessa Newhook was appointed Executive Director of Planning and
Co-ordination with Executive Council in November 2007. She joined the
Provincial Government in 1994 as a compliance officer with the
Government Purchasing Agency. She has worked in several departments
including Transportation and Works, the Office of the Comptroller
General, Treasury Board Secretariat, Executive Council, Department of
Finance, Department of Business and Office of the Auditor General. Her
positions have included budget analyst; program renewal consultant;
policy, planning and research analyst; financial management systems
analyst; and, Director of Red Tape Reduction.
She holds a bachelor of commerce (co-operative) and a masters of
business administration from Memorial University and is a certified
management accountant.
Paula Burt
Paula Burt has served in several departments since joining the
Provincial Government in 1983 as a social worker in Gander with the
Department of Social Services. Most recently she was Director of Early
Childhood Learning, Department of Education. Ms. Burt has also served as
Cabinet Officer, Cabinet Secretariat; Advocacy Assessment Officer,
Office of the Child and Youth Advocate; Program Manager/Director, Child
Care Services, Department of Health and Community Services; Child
Welfare Consultant, Policy and Legislation, Department of Health and
Community Services; Child Welfare Consultant, Department of Health and
Human Resources; and, Social Work Supervisor, Department of Social
Services.
Ms. Burt has bachelor of social work and bachelor of arts degrees
from Memorial University.
Bruce Cooper
Bruce Cooper has an extensive background in senior executive
leadership in the public and non-profit sectors, most recently as
Assistant Deputy Minister (Policy and Planning), Labour Relations
Agency. He has served as the Executive Director and Registrar of the
Newfoundland and Labrador Association of Social Workers and Assistant
Executive Director of Health and Community Services � St. John�s Region.
Starting in 2004, Mr. Cooper served with the Cabinet Secretariat of
Executive Council, with responsibility for providing advice regarding a
range of social and economic policy matters.
Mr. Cooper holds a bachelor and masters of social work from Memorial
University. He has lectured at the Memorial University School of Social
Work since 1994 with a focus on policy and administration. Over his
career, Mr. Cooper has been involved in a variety of volunteer efforts,
most recently as a board member with Shallaway � Newfoundland and
Labrador Youth in Chorus.
Gary Gosse, P.Eng.
Gary Gosse has worked with the provincial Department of
Transportation and Works for 27 years, for the past six years of them as
Director of Highway Design and Construction. His previous positions were
Manager of Highway Design and Traffic Engineering; Transportation
Traffic Engineer; Senior Engineer (Design); and, Engineer III
(Resident).
Mr. Gosse has a bachelor of engineering degree (civil) from Memorial
University. He has also completed programs in pavement management and
design, and repair and rehabilitation of soil-steel structures.
He has served on several committees, including the Chief Engineers
Council, the Geometric Design Standing Committee, and the Road Safety
Standing Committee, all with the Transportation Association of Canada.
