Environmental Assessment Bulletin

The Honourable Charlene Johnson, Minister of Environment and Conservation, has
announced the following events relative to Part 10 Environmental Assessment of the
Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Piper�s Hole Sand Quarry
Proponent: Sparkes Trucking Limited (Reg. 1458)

The proposal is for a 10 hectares sand quarry, approximately one kilometre from Route 210 and one half kilometre southwest of Piper�s Hole River. The site is bordered by four existing quarries. Operation is expected to commence upon approval.

The undertaking was registered on November 24, 2009; public comments are due by December 30, 2009; and the minister�s decision is due by January 7, 2010.

Northwest Arm Crown Districts 4/5/6/8 5-Year Operating Plan Amendment (2007-2011)
Proponent: Department of Natural Resources (Reg. 1457)

The Department of Natural Resources is seeking to amend its Forest Management Districts 4/5/6/8 Five-year Forest Operating Plan (2007-2011). The amendment concerns the creation of a new commercial harvest block in the Northwest Arm area (approximately eight kilometres north of Glovertown). The amendment includes the harvesting of approximately 1,430 cubic metres of merchantable hardwood timber (representing 31 hectares). The forestry office in District Five (Gambo) will be issuing the commercial operating permit with respect to this undertaking. There is no silviculture or road construction associated with this amendment. Domestic harvest activities will commence following approval and will be harvested throughout the winter season of 2009-2010.

The undertaking was registered on November 24, 2009; public comments are due by December 30, 2009; and the Minister�s Decision is due by January 7, 2010.

UNDERTAKING RELEASED:

St. Alban�s Salmon Hatchery
Proponent: Cold Ocean Salmon Inc (Reg. 1443)

This undertaking was released from environmental assessment subject to the following
conditions:

  • A groundwater monitoring program must be implemented to monitor for water level and water quality. The monitoring program will be required for a period of at least two years, beyond which will be at the discretion of the Minister of Environment and Conservation.
     
  • Data on all water usage must be collected on a daily basis and submitted monthly for a period of at least two years beyond which will be at the discretion of the Minister of Environment and Conservation.
     
  • The hatchery effluent must be discharged through an approved outfall and not discharged on or over the foreshore flats. Any effluent or runoff leaving the site must conform to the Environment Control Water and Sewage Regulations, 2003.
