Environmental Assessment Bulletin

The Honourable Charlene Johnson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act. 

UNDERTAKING REGISTERED:

Forest Management District 9/16 Crown Five Year Operating Plan Amendment
Proponent: Department of Natural Resources            (Reg. 1445)

The amendment is to provide domestic cutting areas to approximately 200 homes in the Sheppardville region. Seven new harvest blocks will be incorporated into the existing five year plan for districts 9 and 16. It is estimated that 3,000 cubic metres of wood will be domestically harvested each year for a period of three years.

The undertaking was registered on September 14, 2009; public comments are due October 21, 2009; and the minister's decision is due by October 29, 2009.

GUIDELINES ISSUED:

St. Lawrence Fluorspar Mine Reactivation
Proponent: Canada Fluorspar (NL) Inc.                                                    (Reg. 1418)

The minister has issued Guidelines for the Environmental Preview Report (EPR) and Federal Environmental Assessment Report for the above undertaking. The guidelines were developed in consultation with the Canadian Environmental Assessment Agency to fulfill both the requirements under the Newfoundland and Labrador Environmental Protection Act and the Canadian Environmental Assessment Act. The proponent is now required to prepare the EPR and Federal Environmental Assessment Report and submit the document for review by the Assessment Committee and the public. ENVIRONMENTAL PROTECTION PLAN RECEIVED:

Little Soldiers Pond (Incinerator Rd Extension) Gravel Quarry
Proponent: Capital Ready Mix Ltd.                                                           (Reg. 1253)

The proponent has submitted an Environmental Protection Plan (EPP) as required by the Minister of Environment and Conservation as one of the conditions of release from the environmental assessment review on September 22, 2006. ENVIRONMENTAL PROTECTION PLANS ACCEPTED AS SATISFACTORY:

Cartwright Junction to Happy Valley-Goose Bay Trans Labrador Highway
Proponent: Department of Works, Services and Transportation                    (Reg. 1012)

Three Environmental Protection Plans (EPPs) have been reviewed by the Department of Environment and Conservation and various other provincial and federal agencies and have been found to be acceptable. The EPPs are:  Project 3-09 PSB: Construction of an 81 metre bridge at Kenamu River; Project 4-9 PSB: Construction of a 25 metre bridge on a tributary of the Traverspine River; and Project 31-09 PHG: Grading of 30 kilometres of the TLH from km 645.9 to km 675.9.
