Environmental Assessment Bulletin

The Honourable Charlene Johnson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

ENVIRONMENTAL PREVIEW REPORT REQUIRED:

Parsons Pond Oil Exporation and Access Road
Proponent: Leprechaun Resources Ltd.                                  (Reg. 1411)

The minister has advised the proponent that an Environmental Preview Report (EPR) is required for this project. The EPR is necessary to address issues and concerns brought forward by agency comments and public submissions during the review of the undertaking. An Environmental Assessment Committee will be appointed to provide advice to the Minister on guidelines for the proponent on the preparation of the EPR and the adequacy of the EPR when it is received from the proponent. The proponent is permitted to proceed with up-grading and surfacing of the existing Five Mile Road, and development of a drill site adjacent to that road, as well as development and re-drilling of the old Contact drill site south of Parson�s Pond, subject to obtaining all necessary permits and approvals including a rehabilitation plan. The public will be invited to provide comments on the EPR upon its submission. ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:

St. Lawrence Fluorspar Mine Reactivation
Proponent: Canada Fluorspar (NL) Inc.                        (Reg. 1418)

The following agencies have been appointed to the Environmental Assessment Committee for the above undertaking and will provide the Minister with scientific and technical advice on the Environmental Preview Report (EPR).

UNDERTAKINGS REGISTERED:

Victoria Golf Course
Proponent: The Rattles Golf and Country Club Ltd.                           (Reg. 1438)

The proposal is to develop an 18-hole golf course and associated amenities in Victoria, Conception Bay. The approximately 105 hectare site is located adjacent to Route 74, bounded to the south by Church Road and to the north by Route 74. The development will eventually expand to include either rental accommodations or an additional nine holes. The entire undertaking is proposed to be developed over a three-year period.

The undertaking was registered on July 9, 2009; public comments are due by August 19, 2009; and, the minister's decision is due by August 22, 2009.

Salmonier Pond Access Road and Atlantic Salmon Nursery
Proponent: Gray Aqua Group Ltd.                                      (Reg 1439)

The proposal is to construct a 2.8 kilometre access road from Route 362, near Belleoram to Salmonier Pond and to establish an Atlantic salmon nursery in Salmonier Pond. The road will be approximately five metres wide. The Atlantic salmon nursery will consist of two sites, each approximately 500 metres by 400 metres, to be used in alternate years. Each nursery site will have a capacity of 2,000,000 fish per eight month cycle and will operate from October to June. The sites will be located a minimum of 40 metres from the shoreline. A diesel generator will be used to provide electricity to the nursery areas. The proposal also includes the development of a truck turning and equipment storage area near the pond. The project is scheduled to commence in August 2009 if approved.

The undertaking was registered on July 15, 2009; public comments are due by August 19, 2009; and, the minister's decision is due by August 29, 2009.
