Environmental Assessment Bulletin

The Honourable Clyde Jackman, acting Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Crook's Lake, Labrador Service Depot
Proponent:  Department of Transportation and Works (Reg. 1422)

The proposal is to develop a Highways Transportation Depot south of Crook's Lake, Labrador. The site is located approximately 146.5 km west of the Cartwright Junction intersection on the Trans Labrador Highway. An area of approximately 10,000 m2 will be required for the construction and operation. The depot building will be located within an existing disturbed area whereby most of the clearing and grubbing has been undertaken through previous highway construction activities. The buildings will include a heavy equipment garage, a staff residence, which includes sleeping and kitchen quarters for three to four personnel, as well as bathroom/shower facilities. The building will be serviced by a drilled well and a septic tank and waste water disposal field. Above ground hydrocarbon storage will be provided for diesel fuel, stove oil and waste oil.

The undertaking was registered on May 20, 2009; public comments are due by June 25, 2009; and, the minister�s decision is due by July 4, 2009.

UNDERTAKINGS RELEASED:

White Bay Exploration Access Road
Proponent: Northern Abitibi Mining Corporation (Reg. 1408)

This undertaking was released from environmental assessment subject to the following condition:

  • The proponent is required to prepare and submit an Environment Protection Plan for the minister�s approval prior to the commencement of construction.
  • Whitbourne (Junction Pond) Residential Development
    Proponent: 51710 Newfoundland and Labrador Limited (Reg. 1414)

    This undertaking was released from environmental assessment subject to the following conditions:

  • The proponent must conduct a full flora/fauna survey prior to any site preparation in consultation with the Wildlife Division.
  • The proponent must maintain a 30 metre vegetated buffer on all water bodies including the eastern side of the Junction Pond Management Unit as defined by the Eastern Habitat Joint Venture (EHJV) with the Town of Whitbourne.
  • The proponent is required, upon approval of the flora/fauna survey, to consult with the EHJV stewardship staff and the Town of Whitbourne to develop an educational plan detailing the function and importance of the area to the residents and/or potential buyers.
  • The proponent is required to contact the Department of Natural Resources regarding the availability of merchantable wood to the Whitbourne Youth Centre that will result from land clearing activities.
  • The proponent is required to consult with the Water Resources Management Division prior to the start of construction to determine the carrying capacity for residences near waterbodies within the project area.
  • Crown District 21 (Labrador) 5-Yr Operating Plan Amendment (2007-11)
    Proponent: Department of Natural Resources (Reg. 1415)

    Crown District 2 Forestry Five-year Plan Amendment
    Proponent: Department of Natural Resources (Reg. 1416)
