Environmental Assessment Bulletin

The Honourable Charlene Johnson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

ENVIRONMENTAL IMPACT STATEMENT REQUIRED:

5 Wing Goose Bay Supersonic Flight Training
Proponent: Department of National Defence (Reg.1404)

The minister has advised the proponent that an Environmental Impact Statement (EIS) is required for the proposed undertaking. An Environmental Assessment Committee will be appointed to provide scientific and technical advice to the minister and to prepare draft guidelines for the preparation of the EIS document by the proponent.

The EIS is to address, but not be limited to, the potential effects on Aboriginal interests in the proposed training area and potential effects on populations of caribou, birds and other wildlife. ENVIRONMENTAL PREVIEW REPORT (EPR) ACCEPTED AS SATISFACTORY:

Old Perlican Chitin Plant
Proponent: Quinlan Brothers Ltd. (Reg. 1382)

The minister has judged the EPR for the above undertaking to be acceptable. The proponent is released from further environmental assessment requirements.

UNDERTAKING REGISTERED:

Whitbourne (Junction Pond) Residential Development
Proponent: 51710 Newfoundland and Labrador Limited

The proposal includes the development of approximately 200 lots on 100 hectares of land. The land is accessed by Grange Road and Station Road and is bounded on the west by Junction Pond, the south by Second Pond and to the east by Bethune�s and Hooper�s Ponds. Construction is to occur in phases over five to seven years and will include grubbing, excavation, and road construction.

The undertaking was registered on March 20, 2009; public comments are due by April 24, 2009; and the minister's decision is due by May 2, 2009.

UNDERTAKINGS RELEASED:

Humber Village Area Snowmobile Trail
Proponent: John Jenniex and Cecil Collins (Reg. 1402)

The undertaking has been released from further environmental assessment. However, Crown title to construct and use the section of trail from Pine Street to the western edge of the Robert Sharpe grant, registry of Crown title 126 Fol. 82, will not be approved. This section is not available for a Licence to Occupy due to the pre-existing title.
