$4.2 Million to Grand Falls-Windsor Through Multi-Year Capital Works Program

Grand Falls-Windsor will receive $4,285,714 for municipal infrastructure through the 2008-11 Multi-Year Capital Works Funding Program. The Honourable Dave Denine, Minister of Municipal Affairs, announced the Provincial Government�s investment that will be used to fund various building improvements, parks and playground upgrades, road work and water and waste-water improvements.

The Multi-Year Capital Works Program allows larger municipalities to avail of three-year blocks of funding, which supports improved planning and scheduling of work for major infrastructure projects. The program was first introduced in 1999 to fund larger-scale infrastructure initiatives in communities that have the capacity to make multi-year commitments. Typically, the majority of funding for municipal capital works programs has supported road, water and sewer infrastructure.

"This type of funding agreement allows municipalities to plan their infrastructure investments over several years with the security of knowing the funding is in place," said Minister Denine. "I am very pleased that the town will be able to make many important infrastructure improvements over the next few years, such as roadwork and water and waste-water upgrades. I am particularly pleased that residents will able to enjoy planned improvements to many of the town�s recreational facilities, parks and playgrounds."

The 2008-11 Multi Year Capital Works Program will provide a provincial funding investment of $112 million over the next three years to 15 of the province�s largest cities and towns. When combined with the municipal contribution, the program will result in a $156-million investment in municipal infrastructure over the next three years.

"I am very pleased with the announcement of this funding," said Ray Hunter, MHA for Grand Falls-Windsor-Green Bay South. "It will enable work to begin on many infrastructure projects that will benefit the residents of my district."

"The Town of Grand Falls-Windsor is pleased to participate in the Multi Year Capital Works Program," said Mayor Rex Barnes. "The $ 4.2 million will be used to improve municipal infrastructure for our residents".

Recent improvements to cost-sharing ratios mean that the province will fund 70 per cent of the total cost while the town has to only fund 30 per cent.

"This $4.2 million funding, derived from a cost-share ratio of 70 per cent government contribution, 30 per cent municipal responsibility will allow Grand Falls-Windsor to improve and upgrade its municipal infrastructure in a much more economical fashion than ever before," said Susan Sullivan, Grand Falls-Windsor-Buchans MHA. "Ensuring long-term growth and the sustainability of our municipal services � such as roads, water/sewer services, recreational facilities � has now become much more affordable. Future planning of needed municipal projects is critical and this 70/30 commitment by government is a very positive tool in addressing those municipal priorities."
