Environmental Assessment Bulletin

The Honourable Clyde Jackman, acting Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

ENVIRONMENTAL PREVIEW REPORT ACCEPTED AS SATISFACTORY:

Bloom Lake Railway (Resubmission)

Proponent: Consolidated Thompson Iron Mines Ltd. (Reg. 1378)

This undertaking was released from environmental assessment subject to the following conditions:

  1. In addition to meeting any other legal and/or regulatory requirements at present existing or hereinafter created or established by the Government or Province of Newfoundland and Labrador or any other federal or municipal government or regulatory agency or authority having jurisdiction with respect to the same, the proponent shall submit to the NL Department of Transportation and Works, Highway Design Office an application detailing the routing, design and construction of the Bloom Lake Railway and of any proposed crossing related to the same, including full disclosure of any operating and shared right-of-way arrangements or agreements. As part of any application for approval that it submits to the Department of Transportation and Works the Proponent shall include the estimated cost of any such railway crossing or grade-separated crossing. It shall be a condition of any such approval that the Province of Newfoundland and Labrador will not be required to fund or contribute to the funding of any work or undertaking related to the construction of the Bloom Lake Railway or the regulation, maintenance and operation of the same.

  2. Provision of a binding agreement with and to the satisfaction of the government of Newfoundland and Labrador, to ensure that the construction and operation of the Bloom Lake Railway will not adversely affect existing mining operations in Labrador.

  3. The proponent shall obtain all necessary Crown Lands permits pertaining to the Bloom Lake Railway rights-of-way, and provide all pertinent information to the Crown Lands Division regarding adjacent land ownership, existing commercial and residential properties, utility easements and existing rights-of-way.

  4. The proponent shall provide documentation demonstrating an agreement with CF(L)CO or NLH regarding possible re-location of transmission lines and associated infrastructure in the vicinity of the Route 500 grade-separated crossing.

UNDERTAKING REGISTERED:

Crown Districts 14 & 15 Five Year Operating Plan 2009-2013

Proponent: Department of Natural Resources (Reg. 1398)

Districts 14 and 15 are located on the west and southwest coasts of the island and extend from Burgeo and Port aux Basques in the south to the southern boundary of Gros Morne National Park. In District 14 there will be harvesting of approximately 260,000 cubic metres of timber, construction of 30 kilometres of primary forest access roads and associated silviculture activities. In District 15 approximately 100,000 cubic metres of timber will be harvested along with some silviculture activities. The undertaking will allow the continuation of existing commercial forestry industry and allow domestic harvest. The plan covers a period from January 1, 2009 to December 31, 2013.

The undertaking was registered on November 4, 2008; public comments are due by December 12, 2008; and, the Minister's decision is due by December 19, 2008.

DECISION DATE EXTENDED:

CBPPL Districts 14 and 15 Five-Year Operating Plan 2009-2013

Proponent: Corner Brook Pulp and Paper Limited (Reg. 1397)

The Minister�s decision date for the above undertaking has been extended to November 30, 2008.

UNDERTAKING RELEASED:

Burin Peninsula Multipurpose Trail (Resubmission)

Proponent: Powderhorn Trail Blazers (Reg. 1395)

This undertaking was released from environmental assessment subject to the following conditions:

  • The proponent must consult with the Wildlife Division of the Department of Environment and Conservation to develop a plan which reduces effects on wildlife in the Burin Knee Sensitive Wildlife Area.

  • The Proponent must restrict in-stream trail construction to the period of June 1st to September 15th.
