Environmental Assessment Bulletin

The Honourable Charlene Johnson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

GUIDELINES FOR ENVIRONMENTAL IMPACT STATEMENT (EIS):

Lower Churchill River Hydroelectric Generation Project

Proponent: Newfoundland and Labrador Hydro (Reg. 1305)

The Canadian Environmental Assessment Agency (the Agency) and the Newfoundland and Labrador Department of Environment and Conservation (the Department) issued the final Guidelines for the preparation of the Environmental Impact Statement for the proposed Lower Churchill Hydroelectric Generation Project in Labrador.

The guidelines will provide direction to the proponent, and will identify the information that will be required in the statement of the anticipated effects of the project on the environment.  The Agency and the Department are in the process of finalizing a joint review panel process for the proposed project.

The draft guidelines were the subject of a public consultation from December 2007 to February 2008. The final guidelines, along with more information on this project, are available on the Canadian Environmental Assessment Registry at www.ceaa.gc.ca  (registry number 07-05-26178) and on the department�s website at www.gov.nl.ca/env . UNDERTAKING REGISTERED:

Deadman's Bay ATV Trail

Proponent: Curtis Goodyear (Reg. 1390)

The proposal is to upgrade existing ATV trails in the Deadman�s Bay and Anchor Brook areas (west of Route 330) with the purpose of accessing eel pots for a commercial fishery. Construction will include four trails totalling approximately 2,500 metres in length and a maximum of four metres in width. The proposal is planned to begin in late fall 2008 and continue during the winter, 2009.

The undertaking was registered on July 16, 2008; public comments are due by August 20, 2008; and the minister's decision is due by August 30, 2008.

NOISE AND VISUAL ANALYSIS STUDY AND AVIAN AND BAT MONITORING PROGRAM ACCEPTED AS SATISFACTORY:

Fermeuse Wind Turbine Power Project

Proponent: SkyPower Corporation (Reg. 1276)

The minister has determined the above noted reports are satisfactory, in fulfillment of the conditions of release announced on September 22, 2006.
