The Honourable Jack Byrne, Minister of Municipal Affairs, today announced the appointment of an administrator to oversee the operational and administrative functions of the Town of Avondale. David Clarke, municipal analyst with the Department of Municipal Affairs, has been appointed interim administrator and will manage the town�s affairs for the foreseeable future.

"As minister, I have a responsibility to ensure that the interests of the residents of Avondale are fairly and effectively represented and, at this time, I feel that the appointment of an administrator is necessary to ensure that regular municipal services are restored and the town�s business interests are protected," said Minister Byrne. "The current climate in Avondale does not support a by-election at this time, and this move will provide opportunity for the affairs of the town to be properly administered and allow appropriate time to restore confidence in the administration of the town."

In March, the Department of Municipal Affairs acted on a request by the Avondale Town Council to conduct an internal review of the town�s operations and administrative functions. A number of deficiencies were identified which suggested that the administrative, operational and financial responsibilities of the Town of Avondale were not being addressed appropriately. It was also determined that a number of legislative requirements had not been complied with.

"Following the review, it was apparent that the business of the Town of Avondale was not being conducted in an acceptable manner and that the elected council had difficulty working together," added Minister Byrne. "Since the review, six of the seven councilors have resigned; therefore, the remaining councilor, Deputy Mayor Bern Hickey, has been dismissed from council in order to allow the appointment of an administrator. This move is in the best interests of the residents of the Town of Avondale."
