Commissioner Concludes Change to Boundary Not Justified

The independent review of a proposal to extend the municipal boundary of Mount Pearl has concluded that no compelling rationale exists to justify such a change. Following a public hearing and consultation process, Commissioner John Roil submitted a feasibility study report to the Honourable Jack Byrne, Minister of Municipal Affairs, determining that a change to the boundary is not justified.

"I am satisfied that Commissioner Roil conducted a thorough and fair review of the proposed boundary change, and support the recommendation that there is no compelling rationale to support an amendment to the municipal boundary and that a change would not be in the long-term best interest of the region," said Minister Byrne. "The review concluded that the municipal boundaries should remain and I accept the recommendation put forth by Commissioner Roil."

The City of Mount Pearl had requested the boundary review to extend the Mount Pearl boundary east of Commonwealth Avenue and south of the current municipal boundary to the limit of the proposed East-West Arterial Road. A change would have reduced the municipal boundary of the City of St. John�s. The review studied the merits and impacts of a boundary change on local governance and administration, community identity, municipal services, feasibility, revenues and expenditure and cost efficiency for Mount Pearl and St. John�s.

"Strong, viable communities are the cornerstone of our province, and we will continue to work with municipalities to ensure that infrastructure, and municipal services for residents are secure. The cities of Mount Pearl and St. John�s are vibrant with strong community identity and secure governance in place, and we encourage both to work together to improve the economic strength of the region," added Minister Byrne. "I would also like to extend my appreciation to Commissioner Roil for his efforts to conduct the hearings, gather the appropriate information and submit a report in a timely manner."
