The Honourable Jack Byrne, Minister of Municipal Affairs, will speak at the 16^th Annual National Conference on Learning Disabilities on Thursday, September 27, at the Delta Hotel and Conference Centre, in St. John's. The minister is scheduled to speak at 7:00 p.m.
