Investigation into the Operation of the Town of Portugal Cove�St. Philip�s Completed

An independent investigation of the operations of the Town of Portugal Cove-St. Philip�s has concluded that, although there is no basis at this time to warrant the dismissal of the council, there are serious problems which are undermining council and are negatively impacting the administration of the town. In addition, the report completed as a result of the investigation also indicates there is room for operational and administrative changes which could improve council operations.

Today, the Honourable Jack Byrne, Minister of Municipal Affairs, presented the report to the town council members and provided them with three months to work through their differences, focus on the operations of the town and move forward with conducting town business.

"The objective and independent assessment has concluded that personality conflicts have become the main focus of the town and have overshadowed the day-to day administration and planning processes," said Minister Byrne. "The report clearly states that the issues have nothing to do with service delivery, but rather the working of council and the relationships between councilors and staff. At this time, no further investigation is warranted."

In June, at the request of the town, government arranged an independent investigation with the responsibility to review the nature in which business of the Town of Portugal Cove�St. Philip�s was being conducted. The terms of reference outlined a number of issues to be examined which included an assessment of conduct of councilors and officials; review of the committee structure and effectiveness of council; and finally, evaluation of the working relationship and environment between elected officials and staff.

"It is our hope that councillors put their personality conflicts aside and work for the best interests of the residents of Portugal Cove-St. Philip�s," added Minister Byrne. "We will continue to monitor activities of council and take a further look following the conclusion of the three-month period. This will allow council the opportunity to demonstrate their ability and willingness to conduct the business of the town in an appropriate manner. This approach is consistent with the Department of Municipal Affairs philosophy of supporting elected municipal officials in their mandate to work in the public interest."
