House of Assembly Management Commission to Hold First Meeting

The Honourable Harvey Hodder, Speaker, announced today that the House of Assembly Management Commission will hold its first meeting on Wednesday, August 29.

"The creation of the House of Assembly Management Commission marks a new era in accountability," said Speaker Hodder, "which will see the management of our Legislature as the most transparent and publicly accountable in Canada." All commission meetings will now be open to the public, broadcast live on cable television, and be transcribed through Hansard.

The House of Assembly Management Commission is the non-partisan body which governs the various administrative and policy matters respecting the House of Assembly and the Statutory Offices which report to the House. The commission includes members from the three political parties with seats in the House of Assembly, pursuant to Subsections 18(2) and (3) of the House of Assembly Accountability, Integrity and Administration Act. The new commission consists of: Speaker Harvey Hodder; the Honourable Tom Rideout, Government House Leader; Kelvin Parsons, Opposition House Leader; the Honourable Tom Marshall, Minister of Finance; Elizabeth Marshall, MHA for Topsail District; Gerry Reid, Leader of the Opposition; and Lorraine Michael, Leader of the New Democratic Party. The Clerk of the House of Assembly is a non-voting member of the commission. The deputy speaker also attends commission meetings; however, he is not a voting member.

The August 29 meeting agenda includes consideration of a draft policy and procedures manual for the commission, a status report on the recommendations from the Green Report, and clarification of various issues in the Members� Resources and Allowances Rules. The commission will also consider a funding request for a special warrant to be submitted to Executive Council in an in camera session of the commission as provided for in Section 19 of the act.

The meeting in the House of Assembly Chamber will begin at 9:00 a.m. on Wednesday with a lunch break scheduled for 12:00 noon. If required, the commission will reconvene at 1:00 p.m. for an afternoon session. The proceedings will be broadcast on cable television in a manner similar to House of Assembly proceedings. Media representatives will be provided with an agenda package on Wednesday morning at 9:00 a.m. in the Clerk�s Office.
