Government Launches Provincial Healthy Aging Policy Framework
The Provincial Government today launched the
Provincial Healthy Aging Policy Framework that supports its vision of a
supportive, age-friendly province which enables seniors to live
independently and experience good health and well-being.
The Honourable Ross Wiseman, Minister of Health and
Community Services, launched the framework today at the Park Place
Community Centre in Mount Pearl. He was joined by members of the
Provincial Advisory Council on Aging and Seniors, various seniors
organizations and groups as well as Dave Denine, MHA for Mount Pearl;
the Honourable Harvey Hodder, MHA for Waterford Valley; and Mount Pearl
Councillor Ed Grant.
"Our province is rapidly aging and within 10 years, 20
per cent of our residents will be over the age of 65," said Minister
Wiseman. " Our
government�s vision is for a province where seniors can make a
contribution to their communities, and in turn, our communities support
senior residents in living as independently as possible. The policy
framework provides key directions for government to achieve this vision
and support our older population."
The policy framework identifies and explores the major
themes heard during 17 public, province-wide consultations held last
spring and outlines six priority directions together with a series of
goals and actions to establish healthy aging in the province. These
priority directions are the Recognition of Older Persons, Celebrating
Diversity, Supportive Communities, Financial Well-being, Health and
Well-being, and Employment, Education and Research.
"Healthy aging affects all people across all ages,"
said Leo Bonnell, chair of the Provincial Advisory Council on Aging and
Seniors. "The release of the Provincial Healthy Aging Policy Framework
demonstrates an important commitment to seniors of today and seniors of
tomorrow."
"I am thrilled to be here in my district today for the
release of this important framework," said Dave Denine, MHA for Mount
Pearl. "Mount Pearl has a very active seniors� population who will no
doubt benefit from this framework and government�s approach to
supporting healthy aging."
To support the implementation of the healthy aging
policy framework, an integrated one-year action plan, Provincial Healthy
Aging Implementation Plan, Year 1: 2007-2008: Building a Foundation, has
been developed. The implementation plan involves several Provincial
Government departments and agencies and various action items are being
supported through established government initiatives, such as the
Poverty Reduction Strategy, the Recreation and Sport Strategy and Action
Plan, the Provincial Wellness Plan and the Violence Prevention
Initiative.
Budget 2007 allocated $1 million to carry out the
additional action items to support the healthy aging policy framework.
Each year, additional initiatives will be identified for implementation
and subsequent funding consideration. Highlights of this investment for
the Year 1 implementation plan include:
$200,000 to support research in priority areas;
$100,000 to develop diversity awareness training
with a focus on later life for health and community services
providers;
$50,000 to develop a public awareness campaign
promoting positive attitudes towards aging;
$50,000 to support networking of seniors
organizations; and,
$20,000 to introduce Provincial Seniors
Recognition Awards.
"The input from over 1,000 Newfoundlanders and
Labradorians shaped the framework and the resulting action plan," said
Minister Wiseman. "As this framework was developed through public,
province-wide consultations with interested individuals, organizations,
municipalities and government, it represents of what the people of our
province have asked of their government."
"Today is a true celebration," said John Reid, chair
of the Mount Pearl Seniors Independence Group. "This framework speaks to
the important role that seniors play in society. We are active, vibrant
and involved people who contribute and support society in many ways."
The implementation plan will be rolled out in
collaboration with the Provincial Advisory Council on Aging and Seniors,
the Ministerial Council on Aging and Seniors and the inter-departmental
working group.
"This framework is the result of a collaborative
effort from many individuals, communities and organizations in our
province, and its implementation will also involve a collective
participation from across the province," said Minister Wiseman. "This
approach is key to ensuring that the framework is a success and
appropriately responds to the needs of seniors."
"I would like to commend the Provincial Government on the Healthy
Aging Policy initiative," said Councillor Grant. "As our population
ages, we need to reorient our municipal programs, services and
infrastructure to plan for the changing needs of the older adult/senior
citizen population. We need to look at what currently exists and how we
will operate to meet the needs of this group on a go-forward basis."
"Our government made a commitment to establish healthy
aging as a priority with an emphasis on promoting healthy lifestyles and
to expand programs and services to meet the needs of an aging population
and ensure they are well planned and coordinated across departments and
agencies," said Minister Wiseman. "This plan delivers on that commitment
and builds on the positive initiatives we have introduced for seniors
across the province."
In addition to the healthy aging framework, the
Provincial Government has supported seniors by increasing the seniors
benefit, improving access to prescription medications, reducing personal
taxes, introducing a Provincial Wellness Plan and eliminating the
mandatory retirement age.
