Senior Appointments Announced

The Honourable Danny Williams, Premier of Newfoundland and Labrador, today announced several senior appointments, including one to spearhead the establishment of a provincial research and development council.

Glenn Janes has been appointed Chief Executive Officer of the Newfoundland and Labrador Research and Development Council that is to be established as a Crown corporation. Reporting to the Premier, Mr. Janes will be the council�s senior executive responsible for the council�s founding, launch, operation, financial management, and development.

�This appointment is an exciting step in acting on our vision to harness research and development opportunities that will strengthen our economy,� said Premier Williams. �Mr. Janes brings to the position relevant successful and diverse work experiences, as well as related academic background. We look forward to his contributions in this key position.�

Premier Williams also announced the appointment of Leslie Galway as Chief Executive Officer of the Workplace Health, Safety and Compensation Commission, effective January 2, 2008. Ms. Galway, who served most recently as Deputy Minister of the Department of Business, succeeds Joe O�Neill who has retired. Cathy Duke has been appointed acting Deputy Minister of the Department of Business until a permanent incumbent is appointed. This is in addition to Ms. Duke�s position as Deputy Minister of the Department of Innovation, Trade and Rural Development.

Ross Firth has been appointed Assistant Deputy Minister (Natural Heritage) Department of Environment and Conservation, effective late February, 2008. He will be located in Corner Brook.

Jackie Janes has been appointed Senior Policy Advisor on Climate Change, Emissions Trading and Energy Efficiency. Reporting to the Assistant Secretary to Cabinet for Economic Policy, Ms. Janes will work closely in this new position with the Department of Environment and Conservation, the Department of Natural Resources, and Newfoundland and Labrador Hydro. Her appointment is effective January 1, 2008.

Alton Hollett has been appointed Assistant Deputy Minister (Economics and Statistics), Department of Finance, effective January 2, 2008.

Colleen Janes has been appointed Assistant Deputy Minister, Intergovernmental Affairs Secretariat, effective January 2, 2008.

Wayne Fowler has been appointed Chief Executive Officer of the Labour Relations Agency. He has been serving in that position on an interim basis since June 2005.

Pamela Goulding has been appointed Director of Public Prosecutions, Department of Justice, a position she has held in an acting capacity since June 2006.

Peter Noel has been appointed Senior Advisor in the Department of Tourism, Culture and Recreation.

The Premier also announced two appointments at the Office of the Chief Information Officer (OCIO), effective January 2, 2008.

Jean Tilley has been appointed Executive Director, Corporate Operations and Client Services. Ms. Tilley recently served most recently as Director of Policy, Planning and Strategy with the OCIO.

Shelley Smith, has been appointed Executive Director, Information Management. Ms. Smith most recently was Director of Information Management with the OCIO.

�All the appointees, individually and collectively, bring tremendous experience, knowledge and skills to the positions,� said Premier Williams. �I welcome those who are new to the provincial public service, and wish all the appointees well.�

Biographical Information

Glenn Janes
Glenn Janes most recently was with Imperial Innovations in London, England where he was responsible for the management of the United Kingdom�s first Recycling/Waste Minimization Technology Commercialisation Centre. Mr. Janes worked as a consultant for Platina Finance, a company developing, financing, constructing and operating wind farms. He has also worked as a consultant for Mad Rock, a Canadian company developing safety emergency evacuation as sea systems. Previously, he worked as the Corporate Development Director for Hi-Point Industries, Corporate Development Director for Consilient Technologies Inc, and a number of posts at Genesis Organic Inc., including Chief Operating Officer and Manager of Research and Development.

A Rhodes Scholar, Mr. Janes holds a masters degree in environmental change and management, and a masters degree in business administration from Oxford University. He also holds a bachelor of science in chemistry from Yale University.

Leslie Galway
Leslie Galway has been Deputy Minister of the Department of Business since August 8, 2005. Before joining the Provincial Government, she had been President and CEO of the Newfoundland Ocean Industries Association (NOIA) since December 1999. She was NOIA�s first full-time President and CEO, and was responsible for providing a continuity of leadership and representation for the association's 450 members.

From 1990 to 1999, Ms. Galway held the positions of commissioner, vice-chairperson and acting chairperson and chief executive officer with the Board of Commissioners of Public Utilities. Prior to that she was a chartered accountant and management consultant (1980-1984, 1987-1989) with Clarkson Gordon / Woods Gordon (now Ernst & Young). A graduate of Memorial University with a master of business administration degree, Ms. Galway has also served as lecturer and assistant professor with Memorial�s Faculty of Business Administration (1984-1987, 1990).

Ms. Galway is an active member of the Advisory Board of the National Research Council Institute of Ocean Technology, Irish Business Partnership, the Business Investment Corporation, the Economic Diversification and Growth Enterprises Board; and a member of the Institute of Chartered Accountants of Newfoundland.

Ross Firth
Ross Firth has 20 years experience in protected areas management in Canada, the United States and the United Kingdom. He has lived in Scotland since 1998 and currently works as the Ranger Service Manager with the Loch Lomond and the Trossachs National Park Authority. Previous to this he has held various ranger positions with Alberta Environmental Protection and the United States National Park Service. He has also worked as operations supervisor for a private company under contract with the Alberta government to provide services to campgrounds and day use facilities.

Mr. Firth holds a bachelor of arts in recreation management from Acadia University, a masters in applied environmental studies from the University of Waterloo and is currently working on a masters of business administration from Heriot Watt University.

Jackie Janes
Jackie Janes most recently was head of the Climate Change and Sustainable Energy Policy Division at the United Kingdom�s Department for Environment Food and Rural Affairs, where she managed a team of more than 45 staff including technicians, economists, policy advisers, and industry secondees. While there she was been promoted twice, first from the Head of the International Climate Change Policy and Negotiations Branch to the Head of UK�s G8 Presidency Climate Change Unit in 2004, and then in 2005 to her most recent post. Previously, Ms. Janes worked at the UK�s Department for International Development. There she held various positions including Environment Advisor for the Environment Policy Department, Head of Branch of the European Union Department, Senior Program Officer for Tanzania and Uganda, and Acting Program Manager and Project Officer for Russia and Ukraine.

Ms. Janes holds a bachelor or arts honours degree in politics, philosophy and economics from Oxford University and a masters degree in rural resources and environmental policy from Imperial College at the University of London. For her masters dissertation, Ms. Janes was awarded the O�Riordan Prize.

Alton Hollett
Alton Hollett was a manager of a division of A. E. Hickman Company Ltd. until returning to Memorial University in 1981 to complete a degree in economics and business. He worked as senior economist with the Cabinet Secretariat of the Provincial Government until 1995 when he assumed the duties of Director and Chief Executive Officer of the Newfoundland and Labrador Statistics Agency. In this role, he managed the central collection and dissemination of statistical information and data for the Provincial Government and provided statistical services to all government departments, boards and the general public. He has also represented the statistical interests of government as chief liaison with Statistics Canada as a member of Statistics Canada�s Consultative Council on Statistical Policy. He spear-headed the adoption of Geographic Information Systems (GIS) at the agency to support scientific-based decision making in government and the development of the Community Accounts which has won the National IPAC Award for Knowledge Management and the Provincial Government�s Award of Excellence. The Accounts also made the short-list for the United Nations Award for Public Service.

Since the public release of the Community Accounts in 2001, Mr. Hollett has worked to make the Community Accounts known nationally and internationally. He has worked with groups across Canada and in Australia interested in the Community Accounts and presented the Community Accounts at the OECD World Forum in Instanbul, Turkey, in June, 2007. He has also spearheaded the adoption of the Community Accounts in Nova Scotia and other areas in Canada and elsewhere. Mr. Hollett has worked with many government departments both federally and provincially in Canada and elsewhere.

Colleen Janes
Colleen Janes has been with the Department of Health and Community Services since 1996. She served most recently as Director of the Pharmaceutical Services Division. Prior to that she was supervisor with the division, and before that was pharmacist with the same division. During her time with the department, she has served as a member of the Federal-Provincial-Territorial National Pharmaceuticals Strategy Task Force and is current co-chair of the Provincial-Territorial catastrophic drug coverage element of the task force. She has also been involved with many other federal-provincial-territorial collaborative initiatives.

Before joining the Provincial Government, Ms. Janes served as head pharmacist with a Shoppers Drug Mart in St. John�s for six years. She has also been an instructor at Memorial University�s School of Pharmacy.

Ms. Janes has a bachelor of science degree and a certificate in public administration from Memorial University.

Wayne Fowler
Mr. Fowler has more than 30 years experience working in the labour relations field with the Provincial Government. He served as Chief Executive Officer of the Labour Relations Agency in an acting capacity since June, 2005. His previous positions include Director of Labour Relations with the agency, senior mediator, industrial relations specialist and labour relations officer.

Mr. Fowler was spokesperson for the Canadian delegation attending the 2005 annual ILO conference on labour relations in Geneva, Switzerland. He has served on various committees of the Canadian Association of Administrators of Labour Legislation, including the current deputy minister�s committee. He holds a Bachelor of Commerce degree from Memorial University and has completed training in alternative dispute resolution at the University of Windsor.

Pamela Goulding
Pamela Goulding has served as Director of Public Prosecutions, in an acting capacity, with the Department of Justice since June 2006. Prior to that she served five years as Senior Crown Attorney with the department, and before that served as Crown attorney. She has 21 years of prosecutorial experience and has extensive appellate court experience. She has been barrister and solicitor of the Supreme Court of Newfoundland and Labrador since 1986.

Ms. Goulding received a bachelor of law degree from Dalhousie University in 1985. She is the 2007 vice-chairperson of the Newfoundland and Labrador Criminal Branch of the Canadian Bar Association.

Peter Noel
Peter Noel has worked with Premier Williams in a senior capacity since he became Leader of the Opposition in 2001 and has served in the Office of the Premier since November of 2003. Originally from Freshwater, Carbonear, Mr. Noel served as an executive assistant to the Minister Responsible for Newfoundland and Labrador Housing and the Minister of Fisheries in the late 1980s and spent 10 years in the financial services industry where he was a representative, sales manager and earned the Chartered Life Underwriter designation. He also spent two years as the President of what is now the provincial chapter of ADVOCIS.

Mr. Noel is a graduate of Memorial University of Newfoundland where he completed a Bachelor of Arts (History) and a Bachelor of Education. He has been involved in the province's music scene for more than 30 years, been a member of musical stage productions and has a strong background in community service.

Mr. Noel has been an active member of the Royal Canadian Legion for the past 23 years, is a life Member of Kin Canada, where he has served at the Zone, Atlantic Canadian and National levels and has been actively involved in the Kinsmen Club of St. John's for 18 years. He has also been involved with the Trinity, Conception, Placentia Health Foundation Telethon where he wrote the events theme song and has participated for 17 years.

As a member of the Premier's senior staff Mr. Noel has been actively involved in many files particularly in educational and cultural matters, including the Cultural Connections strategy, the National Aboriginal Women's Summit, the Provincial Government participation in the Beaumont Hamel 70th Anniversary commemorations and was a member of Government's Skills Task Force.

Jean Tilley
Jean Tilley first began her career in the public service as a systems analyst with Newfoundland and Labrador Computer Services in 1982. Since then, she has worked in several departments including Education, Youth Services and Post-Secondary Education and Treasury Board Secretariat. Her positions have included Systems Manager; Director of Information Technology; and Senior Information Systems Consultant. In her most recent position, she was the Director of Policy, Planning and Strategy/Director, Information Technology Management with the Office of the Chief Information Officer (OCIO).

Ms. Tilley has a bachelor of science degree in computer science from Memorial University. She has also completed the Executive Development Program at Memorial University, and various technology, operational planning and project management training.

Shelley Smith
Shelley Smith has worked in the information management field since 1981, most recently as Director of Information Management with the Office of the Chief Information Officer (OCIO). She was the Government Records Archivist at the Provincial Archives of Newfoundland and Labrador for eight years, Manager of Information Services for the Department of Justice for four years, and Director of the Provincial Archives for seven years. From January 2003 to April 2004, concurrent with being the Director of the Provincial Archives, Ms. Smith was also the Director of the Provincial Art Gallery. In that capacity she was involved in the transition of the gallery from University Corporation to part of a new Crown corporation, together with the Provincial Museum and Provincial Archives.

Ms. Smith holds a bachelor of arts (honours) from Memorial University. She has been an active volunteer member with several organizations, including the Association of Newfoundland and Labrador Archivists and the Newfoundland and Labrador Council of Archives.
