Premier Announces Senior Appointments

The Honourable Danny Williams, Premier of Newfoundland and Labrador, today announced four senior appointments.

"These individuals bring a wealth of knowledge and experience to their new positions with the provincial public service," said Premier Williams. "I wish each of them well in their leadership roles as part of a team of professionals dedicated to making positive contributions to the economic and social well-being of our province."

Paul Alexander has been appointed Assistant Deputy Minister (Marine Services), Department of Transportation and Works. His appointment was effective August 6. The department�s new Marine Services Branch will be located in Lewisporte.

Roxie Wheaton has been appointed Assistant Deputy Minister (acting) with the Department of Human Resources, Labour and Employment, effective September 4. She will have responsibility for the department�s regional operations. Most recently, Ms. Wheaton was the department�s Regional Director for the Avalon Region.

Wayne Penney, an Assistant Deputy Minister with the Department of Human Resources, Labour and Employment, has been appointed to take on new responsibilities related to the Canada-Newfoundland and Labrador Labour Market Development Agreement, effective September 4. This will be in addition to his current responsibilities for labour market development and immigration.

Jamie Chippett has been appointed Assistant Secretary to Cabinet (Economic Policy), effective August 13. He served most recently with the Intergovernmental Affairs Secretariat as Director of the Resource and Fiscal Policy Division.

BACKGROUNDER

Biographical Information

Paul Alexander, PEng., PMP

Paul Alexander, PEng., PMP, has more than 22 years experience in the marine industry as a naval architect and engineer, with areas of expertise including project and contract management and detailed naval engineering. Most recently, he was senior integrity engineer and naval architect with Spectrolgroup in St. John's, and as standards and professional development officer with HMCS Cabot (Naval Reserve). He has also served as detachment commander of the Canadian Forces Naval Engineering School in St. John's; as project naval architect of the maritime coast defence vessel project for the Canadian Navy; as ships architect for the Naval Engineering Unit Pacific in Victoria, B.C; and, as ship design standards officer in National Defence Headquarters in Ottawa.

Mr. Alexander holds a bachelor of science degree in civil engineering from Technical University of Nova Scotia (now DalTech) and a master of science degree in naval architecture from University of London, University College, United Kingdom. His education has been supplemented with diplomas in submarine design and naval construction and numerous related professional certificates.

Roxie Wheaton

Ms. Wheaton started her career with the Department of Human Resources Labour and Employment in 1988. Since that time, she has held a number of progressively responsible positions. From 1988 to 1998, Ms. Wheaton was district manager of a number of offices throughout the Central Region. In 1998 she was assigned project manager for the department�s redesign initiative, playing a key role in the transformation of programs and services. Since 2001 Ms Wheaton has held the position of Regional Director - Avalon Region. In 2003, in recognition of her unique combination of experiences, she was invited by the South African Government to provide technical advice and assistance in the development of programs, accountability measures and a new delivery model. In 2006, she received a Public Service Award of Excellence, having been nominated by a number of community organizations in recognition of her leadership, vision and ability to build effective partnerships.

Ms Wheaton has a bachelor of arts in psychology from Saint Thomas University. Ms. Wheaton also attended the University of Victoria�s Canadian Institute in Social Policy Analysis and completed the Executive Development Program at Memorial University. Prior to becoming a member of the public service, she was employed in a number of non-profit, community-based agencies working specifically with persons with disabilities, women and youth.

Wayne Penney

Wayne Penney has been employed with the provincial public service for 33 years.  He began his career with the province as a social worker and has filled various management positions in the years since. His most recent position was that of Assistant Deputy Minister (Labour Market Development and Client Services) with the Department of Human Resources, Labour and Employment, where he earlier held the position of Assistant Deputy Minister (Policy, Planning and Labour Market Development), and prior to that as Director of Income Support with the same department. Mr. Penney holds bachelor degrees in arts and social work from Memorial University.

Jamie Chippett

Jamie Chippett joined the provincial public service of Newfoundland and Labrador in 2001. During that time, he has served in a variety of policy-related positions with the Departments of Labrador and Aboriginal Affairs; Tourism, Culture and Recreation; and Executive Council. Since February 2005, Mr. Chippett has worked with Intergovernmental Affairs Secretariat as a senior policy analyst, and since December 2005 as the Director of the Resource and Fiscal Policy Division.

Mr. Chippett holds a bachelor of science (honours) and masters of science degrees from Memorial University.
