Premier Announces Senior Appointments

The Honourable Danny Williams, Premier of Newfoundland and Labrador, today announced eight senior appointments.

"These individuals bring a wealth of experience and knowledge to their new roles," Premier Williams said. "Collectively and individually, they have demonstrated exceptional commitment to the public service of this province. I wish them well and look forward to their ongoing contributions."

Baxter Rose has been appointed as the Deputy Minister of the Department of Municipal Affairs, having served most recently as Assistant Deputy Minister with that department. His appointment is effective May 3.

He succeeds Don Osmond who has been seconded to Intergovernmental Affairs Secretariat as Secretary to the Council of Atlantic Premiers. This appointment, effective May 3, is for a four-year term. The secretary position rotates by Atlantic province. The mandate of the council is to promote Atlantic Canadian interests on national issues. To accomplish this, the council seeks to establish common views and positions to ensure that Atlantic Canadians and their interests are well represented in national debates.

Gerard Antle has been appointed Assistant Deputy Minister (Municipal Engineering and Planning) with the Department of Municipal Affairs, effective May 3. Mr. Antle served most recently as Registrar of Motor Vehicles, Department of Government Services.

Marilyn McCormack, who served most recently as Cabinet Officer with Cabinet Secretariat, has been seconded to the newly-created Fire and Emergency Services Agency for a 12-month term, effective May 10. Reporting to the agency�s Chief Executive Officer, Ms. McCormack will work with departments and agencies to develop a comprehensive emergency and business continuity plan for government.

Effective May 3, Lynn Vivian-Book is Assistant Deputy Minister (Income, Employment and Youth Services with the Department of Human Resources, Labour and Employment. She most recently served as Assistant Deputy Minister (Public Health, Wellness, and Children and Youth Services) with the Department of Health and Community Services.

Jennifer Jeans has been appointed Assistant Deputy Minister (Public Health, Wellness, and Children and Youth Services) with the Department of Health and Community Services, effective May 3. She served most recently as Assistant Deputy Minister (Income, Employment and Youth Services) with the Department of Human Resources, Labour and Employment.

Wesley Foote has been appointed Assistant Deputy Minister (Petroleum Development) with the Department of Natural Resources, effective May 3. He most recently served in that position in an acting capacity.

Richard Wardle has been appointed Assistant Deputy Minister (Mineral Resource Management), with the Department of Natural Resources, effective February 7. Prior to that, Mr. Wardle had served in the position in an acting capacity.

BIOGRAPHIES

Baxter Rose

Baxter Rose has served in a number of executive capacities since joining the Department of Municipal Affairs in 1998, having most recently served as the department's Assistant Deputy Minister responsible for Municipal Support and Policy. Prior to joining the Department of Municipal Affairs, he gained extensive experience with the Newfoundland and Labrador Housing Corporation (NLHC), where he served in a variety of progressively responsible positions. Mr. Rose is a Certified General Accountant and holds a certificate of vocational education (honours).

Don Osmond

Don Osmond spent most of his early career with the Newfoundland and Labrador Housing Corporation where he held various posts, including: site manager, Mount Pearl New Town Development; director, Metro Development Division; director, Marketing and Sales Division; executive director, Development (Technical Services and Marketing); and finally as executive director, Business Development. Since then, he served with the Department of Transportation and Works as Assistant Deputy Minister (Corporate Services) and subsequently as Assistant Deputy Minister (Works), before being appointed the Deputy Minister of that department. Most recently he served as the Deputy Minister of the Department of Municipal Affairs. Mr. Osmond has lectured at Memorial University's School of Business, and has worked as a civil engineer. He holds a masters of business administration, a bachelor of medical science and a bachelor of engineering (civil), all from Memorial University.

Gerard Antle

Gerard Antle, P.Eng., served most recently as Registrar of Motor Vehicles with the Department of Government Services. He began his career with the Provincial Government in 1987 as bridge design engineer with the Department of Transportation. He later worked as senior regional engineer with the Department of Municipal and Provincial Affairs at Happy Valley-Goose Bay, and as regional director with the Department of Transportation and Works at Corner Brook. He is a member of the Association of Professional Engineers and Geoscientists of Newfoundland. Mr. Antle holds a bachelor of engineering from Memorial University, where he received the University Medal for Academic Excellence in Civil Engineering, and a certificate in public administration.

Marilyn McCormack

Marilyn McCormack has served in the public service of Newfoundland and Labrador for 30 years, most recently as Cabinet Officer with Cabinet Secretariat, prior to that she was Deputy Child and Youth Advocate. She began her career with the Provincial Government as a social worker and subsequently held positions of increasing levels of responsibility, including Director of Child Welfare, Department of Health and Community Services, district manager of child protection services, and social worker supervisor. Ms. McCormack holds bachelor�s and master�s degrees in social work from Memorial University; is registered with the Newfoundland and Labrador Association of Social Workers; and is affiliated with the Canadian Council of Provincial Child and Youth Advocates and the Child Welfare League of Canada.

Lynn Vivian-Book

Lynn Vivian-Book for close to 23 years has held increasingly responsible positions with the Provincial Government, having served most recently as Assistant Deputy Minister (Public Health, Wellness and Children and Youth Services) with the Department of Health and Community Services. She has also served as Assistant Deputy Minister (Community Programs and Wellness) and Executive Director (Community Programs) with that department. She has also worked in Cabinet Secretariat on a 15-month secondment. Including her work with government, Ms. Vivian-Book�s more than 30 years experience in nursing has also included work in hospital, community and university settings. Ms. Vivian-Book has represented the Provincial Government on numerous inter-departmental, Atlantic, and national committees. She has been recognized nationally for her federal/provincial/territorial work and passion for public health, and children�s issues and has received awards of merit and excellence from the Canadian Public Health Association and Health Canada. She holds a bachelor of nursing degree from Memorial University and a masters of science in nursing degree from the University of Western Ontario.

Jennifer Jeans

Jennifer Jeans has worked in the provincial public service for nearly 27 years. For the past nine years she has worked as an Assistant Deputy Minister (ADM) for the Strategic Social Plan, the Women's Policy Office, the Department of Human Resources and Employment and most recently as ADM of the Income, Employment and Youth Services Branch in the Department of Human Resources, Labour and Employment, where she was responsible for key program areas of income support and career, employment and youth services. In addition, she was the lead senior official in the development of government's Poverty Reduction Strategy. She spent 11 years as both a senior analyst and a director (acting) in the Intergovernmental Affairs Secretariat, where she provided senior level policy monitoring, analysis and advice in a wide range of resource, social and economic policy areas. She also worked for one year on secondment to the former Department of Social Services, where she was the senior analyst responsible for managing that department's strategic planning process. She has been a policy analyst in the Cabinet Secretariat where she was responsible for providing advanced planning, policy development, evaluation support and advisory services to the Cabinet, its policy committees and departments in the area of social policy. Ms. Jeans has a bachelor of arts in anthropology from Memorial University.

Wesley Foote

Wesley Foote, P. Eng., has served in the roles of Chief Petroleum Engineer and Director of Petroleum Resource Development with the Department of Natural Resources since 2003. His engineering career spans over 25 years in various capacities, with his previous position involving the development and delivery of courses for the nationally-accredited Petroleum Technology Diploma Program at the College of the North Atlantic. Mr. Foote is a Memorial University graduate, with a bachelor of engineering (civil), and holds memberships in the Professional Engineers and Geoscientists of Newfoundland and Labrador and the International Society of Petroleum Engineers.

Richard Wardle

Richard J. Wardle began his career as a geologist in the provincial public service more than 30 years ago, with the bulk of that experience in management roles. Since June 2006, he has served as Assistant Deputy Minister - Mines (acting) with the Department of Natural Resources. He holds the degrees of bachelor of science (honours) from the University of Liverpool and doctor of philosophy in geology from the University of New Brunswick. He is a member of both the Association of Professional Engineers and Geoscientists of Newfoundland and Labrador and the provincial branch of the Canadian Institute of Mining and Metallurgy. He is also an executive member of the Geological Association of Canada.
