Environment and Conservation Minister Clyde Jackman has announced the following event relative to Part 10 Environmental Assessment of the Environmental Protection Act.

Crown District 9/16 (Chouse Brook/King�s Brook) Five-Year Plan (2007-2011) Amendment
Proponent: Department of Natural Resources                                                 (Reg.1327)

The proposal is to complete harvesting activities in the two previously active areas. The Chouse Brook District encompasses approximately 5,000 hectares of merchantable timber at a volume of 35,000-45,000 cubic metres, a larger area than the present plan. The King�s Brook District includes 50 hectares and 5,000 cubic metres. The projects are to commence during the summer and fall of 2007.

The undertaking was registered on May 9, 2007; public comments are due by June 15, 2007; and the minister's decision is due by June 23, 2007.

Chapel Arm Industrial Coatings and Linings Installation
Proponent: Mr. Ted Murphy                                                                          (Reg. 1328)

The proponent plans to supply and install industrial insulation, epoxy-coatings, rubberized linings and fire retardant material to oil, gas, and mining businesses in the region. The business location will be on route 201, one kilometre east of the Trans Canada Highway. The site will include the construction of a 9 metre by 18 metre prefab metal structure, a 6 metre by 6 metre storage shed, and clearing of a lay down area for business-related materials. Construction is to commence in the summer of 2007.

The undertaking was registered on May 9, 2007; public comments are due by June 15, 2007; and the minister's decision is due by June 23, 2007.

Crown Cape Caribou River District 19a Five-Year Plan Amendment
Proponent: Department of Natural Resources                                                (Reg. 1329)

The Department of Natural Resources proposes an amendment to the proposed silviculture area and road construction as outlined in the District 19a Five-Year Operating Plan (2003 � 2007). The purpose of this amendment is to plant trees to replace those burned during a forest fire in 1985. The site is located in central Labrador, approximately 40 kilometres north of the town of Happy Valley � Goose Bay, along the Grand Lake Forest Access Road. The amendment covers 180 hectares and includes 5 kilometres of new forest access road.

The undertaking was registered on May 09, 2007; public comments are due by June 15, 2007; and the minister's decision is due by June 22, 2007.

Cavendish Mink Farm
Proponent: Mr. George Coish and Ms. Violet Coish                                      (Reg. 1330)

The proponent plans to establish a 100-200 breeder mink farm in Cavendish (each female breeder has one litter of 4-5 kits on average per year). The land is located on Fox Farm Road, approximately one kilometre from Route 80. Construction will include three 25 metre by 5 metre breeder sheds, the first in the spring of 2007 and the remaining two in the spring of 2008.

COMPONENT STUDY ACCEPTED AS SATISFACTORY:

Human Health Component Study
Long Harbour Commercial Nickel Processing Plant
Proponent: Voisey�s Bay Nickel Company Limited                                        (Reg. 1243)

The minister has accepted the Human Health Component Study for the Long Harbour Commercial Nickel Processing Plant Environmental Impact Statement.

UNDERTAKING RELEASED:

Upper Terra Nova Fishway Temporary Access Road
Proponent: Fisheries and Oceans Canada                                                   (Reg. 1317)

The undertaking is released from further environmental assessment subject to the following conditions:

  • The proponent must submit an Environmental Protection Plan (EPP) for public review and ministerial approval prior to construction.
  • The proponent must hold a public information session in the Community of Terra Nova, prior to the submission of the EPP. The public must be presented with a complete description of the proposed undertaking, including the rationale for the project, alternatives to the project that were considered and dismissed, rehabilitation plan and all mitigation measures. The proponent must record and respond to the concerns of the local community regarding the potential environmental effects of the undertaking. The meeting must be advertised in a local newspaper on the weekend preceding the meeting. Also, there must be a posted advertisement (local Council Office, Post Office) within the community for one full week prior to the meeting date.
