Environmental Assessment Bulletin

The Honourable Clyde Jackman, Minister of Environment and Conservation, has announced the following event relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Cormack Mink Farm Expansion
Proponent: Na-tallie Ranch Limited                                                              (Reg. 1323)

The proponent intends to expand his existing mink farm operation at Cormack from 1,100 to 2,500 female mink breeders over a three-year period starting in 2007. Each female breeder has one litter of 4-5 kits on average per year.

The Na-tallie Mink Ranch is located in the municipality of Cormack on land that consists of approximately 2.5 hectares at the end of Birch Avenue. The proponent proposes to construct a mink shed 120 metres by 11 metres in 2007; a pelting facility/storage/lunch room of 12 metres by 12 metres in 2007; a mink shed 120 metres by 11 metres in 2009; and another mink shed of 120 metres by 11 metres in 2011. Pending approvals, construction will begin immediately.

The undertaking was registered on May 7, 2007; public comments are due on June 14, 2007; and the minister's decision is due on June 21, 2007.

2007 Balsam Fir Sawfly Spray Program Using Abietiv (nucleopolyhedrovirus)
Proponent: Dept. of Natural Resources Forestry Services Branch                     (Reg.1324)

The Department of Natural Resources - Forestry Services Branch proposes to carry out an operational control program against the balsam fir sawfly in western Newfoundland using the federally registered control agent Avietiv� (the naturally occurring control agent NeabNPV - nucleopolyhedrovirus of the balsam fir sawfly). Aerial application is proposed on up to approximately 20,000 hectares using fixed wing aircraft in areas forecasted to have moderate to severe defoliation by the insect. The general location is bounded on the west by North Arm (Bay of Islands) near Kennedy Lake; eastward around Bonne Bay Big Pond; towards Adies Pond and the Upper Humber River; and further eastward towards Sandy Lake / Grand Lake. An additional area is located on the west side of Grand Lake near Johnsons Pond (east of Glide Lake).

The registration document provides background information on the infestation, control options, proposed treatment including Abietiv� data, safety precautions, a sample of the 2006 Operators License illustrating types of requirements, and the proposed 2007 operating schedule. Treatment is proposed to begin early July, but is dependent on seasonal development of the insect which is weather related.

2007 Hemlock Looper Spray Program Using Mimic (tebufenozide)
Proponent: Dept. of Natural Resources Forestry Services Branch                      (Reg. 1325)

The Department of Natural Resources - Forestry Services Branch proposes to carry out an operational control program against the hemlock looper on the Northern Peninsula using the federally registered insect growth regulator Mimic� (tebufenozide). Aerial application is proposed on up to approximately 4,500 hectares using fixed wing aircraft, within areas forecasted to have moderate to severe defoliation by the insect. Three general locations for treatment are located south and east of Squid Cove near Squid Cove Pond; northeast of Castors River towards Three Mile Lake Park; and near Ten Mile Lake / Round Lake.

The registration document provides background information on the infestation, control options, proposed treatment using Mimic�, background information on the product, safety precautions, a sample of the 2006 Operators License illustrating types of requirements, and a proposed 2007 operating schedule. Treatment is proposed to begin late June, but is dependent on seasonal development of the insect which is weather related.

Abitibi District 12 (Harpoon) Forest Plan Amendment
Proponent: Abitibi-Consolidated Inc.                                                             (Reg.1326)

The proponent proposes to harvest a total of approximately 39,600 cubic meters of timber, on a 300 hectare parcel of land near Harpoon Brook, in central Newfoundland. This proposed harvest is outside the current five-year operating plan for District 12. Approximately seven kilometres of operational road will be constructed, and one kilometre will be up-graded to access the timber which is scheduled for harvest during the summer and fall of 2007.

The undertaking was registered on May 9, 2007; public comments are due by June 14, 2007; and the minister's decision is due by June 23, 2007.

ENVIRONMENTAL PREVIEW REPORT SUBMITTED:

St. John�s (Northern Pond Road) Motor Sport Park (Resubmission)
Proponent: X-treme Promotions Inc.                                                            (Reg. 1272)

The proponent has submitted an Environmental Preview Report (EPR) for the proposed Motor Sport Park as required by the minister on January 11, 2007. The EPR was required to address deficiencies in the registration document, especially information about noise and dust effects to determine the significance of any environmental effects. Guidelines for the preparation of the EPR were issued on February 5, 2007. Public comments are welcome and must be received no later than June 14, 2007.
