Special Mail-In Ballot Results The Special Mail-In Ballots were counted at the Chief Electoral Office this past weekend in preparation for the Provincial General Election on Tuesday, October 9, 2007. Paul Reynolds, Chief Electoral Officer, believes that the Special Ballot process was a success for this election. In 2003, the office issued 12,210 Special Ballot kits and received 10,838 of those back. This time around, 8,930 kits were issued and the Chief Electoral Office received 8,697 back. That is a success rate of 97 per cent, as compared with 89 per cent in 2003.
