Environmental Assessment Bulletin

The Honourable Clyde Jackman, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

EIS GUIDELINES:

Long Harbour Commercial Nickel Processing Plant                                                 (Reg. 1243)
Proponent: Voisey�s Bay Nickel Company Limited

The minister advises that final guidelines for the preparation of the Environmental Impact Statement (EIS) have now been provided to the proponent. The proponent may now proceed with preparation of the EIS for submission and agency/public review. Copies of the final guidelines are available from the division�s Web site or by contacting the environmental assessment committee chairperson, Carl Strong, at 709-729-0834 or email at CStrong@gov.nl.ca.

 

EXTENSION TO DECISION DATE:

Portugal Cove Mink Fur Farm                                                                                (Reg. 1295)
Proponent: NF Fur Farm Enterprises Inc.

The minister would like to inform the public that the proponent has agreed to an extension to the date for the minister's decision. The minister expects to have a decision by November 17, 2006.

 

UNDERTAKINGS RELEASED:

(1) Parkers Cove ATV Trail                                                                                   (Reg. 1290)
Proponent: Mr. John Brushett

The minister has released the above project from further environmental assessment review, subject to the following condition:

There must be a minimum 15 metre buffer maintained between the proposed ATV trail and a well owned by a local resident.

(2) Cavendish (Long Pt.) Mink Fur Farm Expansion                                                (Reg. 1275)
Proponent: Viking Fur Inc.

The minister has released the above project from further environmental assessment review, subject to the following conditions:

  • Prepare a proposal, in consultation with Agrifoods Development Branch of the Department of Natural Resources, for submission to this department by March 1, 2007 that will reduce fly and odour problems generated by the Viking Fur Farm operation to levels acceptable to this department. The proposal should indicate the proposed schedule of implementation of these practices and methods to ensure their effectiveness.

  • Prepare a proposal, in consultation with Agrifoods Development Branch of the Department of Natural Resources, for submission to this department by March 1, 2007 to monitor the effectiveness of measures to reduce fly and odour levels to acceptable levels as defined by this department.

  • Viking Fur Inc. may retain from pelting and add to present mink herd (5,000) the necessary breeders (10,000) to provide for an expanded breeding program, but the said program will only be approved for implementation in 2007 if Viking Fur Inc. can demonstrate by the above proposals that measures are in place that will reduce fly and odour problems to levels acceptable to this department.
