Environmental Assessment Bulletin

The Honourable Clyde Jackman, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

(1) Salmonier Line RV and Recreational Resort
Proponent: NL RV Resorts Inc.
(Reg. 1300)

The proponent proposes to develop an RV Resort consisting of 400 fully-serviced lots on Salmonier Line, 21 kilometres south of the Trans Canada Highway, opposite The Wilds Golf Course. The resort is on private land covering an area of 52 hectares. The development will include: 60 foot by 60 foot RV lots available for purchase, an access road, fire exit roads, water and sewage, electrical hook-ups, laundry building and showers/restroom buildings. Construction is tentatively scheduled to begin in late 2006. The undertaking was registered on October 27, 2006; public comments are due by December 4, 2006; and the minister's decision is due by December 9, 2006.

(2) Southern Head (Placentia Bay) Oil Refinery Project
Proponent: Newfoundland and Labrador Refining Corporation
(Reg. 1301)

The proponent proposes to construct an oil refinery at Southern Head, between North Harbour and Come by Chance, at the head of Placentia Bay. The oil refinery is proposed to have an initial production capacity of 300,000 barrels per day with the option to expand to 600,000 barrels per day. Primary products of the oil refinery would be gasoline, kerosene/jet fuel, ultra-low sulphur diesel and refining by-products. Infrastructure required would include process facilities, marine terminal, crude and product storage tanks, access road and utilities. Construction will take approximately three years to complete and production is planned to begin in late 2010 or early 2011. The undertaking was registered on October 25, 2006; public comments are due by December 4, 2006; and the minister's decision is due by December 9, 2006.

The minister encourages all interested parties to become involved and to make comments known. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.
