Environmental Assessment Bulletin 

Environment and Conservation Minister Clyde Jackman has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act

UNDERTAKINGS REGISTERED: 
 

(1) Rocky Pond (Harbour Breton) ATV Trail                                                          
(Reg. 1287)
Proponent: Mr. Randy Bullen 

The proponent proposes to construct an all terrain vehicle (ATV) trail off Route 360, in the Rocky Pond, Harbour Breton area.  The trail will be approximately 1.1 kilometres in length and will follow an old existing trial.  Construction is tentatively scheduled to begin this fall.  The undertaking was registered on September 1, 2006; public comments are due by October 11, 2006; and, the minister's decision is due by October 16, 2006. 

(2) Robinsons River Campground                                                                         (Reg. 1288)
Proponent:  Mr. Boyd Morris
 

The proponent proposes to develop a 25 site campground on approximately 2.4 hectares of private land adjacent to Robinsons River (a scheduled salmon river) in the community of Robinsons, in Western Newfoundland.  Each site is proposed to be nine metres by 15 metres and associated infrastructure is planned to include water and electrical, as well as a shower and restroom building, with a playground for the centre of the development.  Access to the site is proposed from Route 404.  Construction is planned to commence in the fall of 2006 and be completed for the opening of the 2007 camping season.  The undertaking was registered on September 1, 2006; public comments are due by October 11, 2006; and, the minister's decision is due by October 16, 2006. 

(3) Crown Forest Mgt Dist. 1 Five Year Operating Plan (2007-2011)                        (Reg. 1289)
Proponent: Department of Natural Resources 

The proponent has submitted a Five Year Operating Plan for Forest Management District 1 (the Avalon Peninsula) for January 1, 2007 to December 31, 2011.  The five year plan describes: past activities in the district; the proposed allocation of wood supply and forest harvesting; silviculture; forest road construction; forest protection; and, monitoring and research activities up to 2011.  The undertaking was registered on September 5, 2006; public comments are due by October 11, 2006; and, the minister's decision is due by October 21, 2006. 
 

DRAFT GUIDELINES FOR ENVIRONMENTAL IMPACT STATEMENT 

Long Harbour Commercial Nickel Processing Plant                                                           (Reg. 1243)
Proponent:  Voisey�s Bay Nickel Company Limited 

The minister advises that the assessment committee has prepared draft guidelines for public review and comment.  The results of the public review will then be considered by the committee and the minister before he issues the final guidelines.  The guidelines will enable the proponent to proceed with preparation of the Environmental Impact Statement (EIS).  The assessment process is proceeding with the intent that the federal and provincial processes will be harmonized to the extent possible.  Comments from the public on the draft guidelines must be received by October 6, 2006.  Copies of the draft guidelines are available from the division�s web site or by contacting the environmental assessment committee chairperson Carl Strong at (709) 729-0834 or email at CStrong@gov.nl.ca. 

The minister encourages all interested parties to become involved and to make comments known.  Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.
